The Assistant Director of Facility Planning and Operations (ADFPO) manages the CMOP's Healthcare engineering program and its significant segment of the broad scoped national program, which supports and directly affects the multi-billion-dollar operation of real property (buildings, land and structures), real property agreements and capital investments of the administration's healthcare and non-healthcare facilities.

Major duties and responsibilities of the Healthcare Engineer include but are not limited to the following:

  • Directs the planning, staffing, budgeting, and execution of CMOP's Healthcare Engineering programs, including capital planning, project development, maintenance, and disaster management.
  • Provides authoritative interpretations of policies, regulations, and standards, developing strategic capital programs and overseeing educational initiatives.
  • Coordinates with VA offices and external agencies to implement standardized capital asset management processes and oversees the lifecycle management of assets.
  • Leads compliance reviews and investigations, ensuring adherence to regulations and directives while directing facility evaluations and contractor management.
  • Develops and implements strategic plans for energy conservation, capital investments, and facility improvements, applying advanced engineering practices and innovative solutions.

Work Schedule: 8:00 a.m. - 4:30 p.m., Monday through Friday

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full-time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA
Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)
Telework: Ad hoc available, as approved by policy.
Virtual: This position may be filled as virtual (i.e. the employee may work at a VA facility or VA-leased space other than the facility that is hiring the employee and may include telework on an ad-hoc basis).

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency - You must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d)
  • Education (must meet one of the following):
    1. Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time;
  • OR
    1. Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score;
  • OR
    1. Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico.
NOTE: Direct health care experience is not required to qualify for a GS-801 Healthcare Engineer. Candidates with Engineering experience in a hospital or healthcare system should be able to address the knowledge skills and abilities as it applies to the position. Engineers that may not have worked in a hospital or healthcare system should ensure it is clear in their application how their non-healthcare related knowledge, skill or ability can be applied to the assignment and to the healthcare engineering occupation.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grandfather Provision. A Healthcare Engineer employed in VHA on the effective date of the qualification standard (3/18/2022) who did not meet all the basic requirements in this standard may not be promoted beyond the full performance level (GS-0801-12) or be newly placed in supervisory or managerial positions until meeting the full qualification requirements.

Grade Determinations: Healthcare Engineer, GS-14: In addition to the basic requirements described above, to qualify for the GS-14 all applicants must possess at least 1 year of experience equivalent to the next lower grade level (GS-13).
-AND-
Knowledge, Skills and Abilities (KSAs). In addition to meeting the experience for the GS-13 level, applicants must demonstrate the following KSAs:
    1. Knowledge of current and evolving concepts and principles of general engineering to resolve novel or obscure problems; extend and modify techniques; develop new approaches that guide other engineers who solve a variety of technical problems; and/or apply new, innovative or experimental advanced engineering theories, developments or practices to problems or studies not susceptible to treatment by acceptable methods.
    2. Skill in construction, capital planning and multiple healthcare system portfolio management, inclusive of budget development and tracking.
    3. Skill in collaborating with persons having diverse viewpoints, goals or objectives to achieve a common understanding of the problem and a satisfactory solution of sometimes controversial and far-reaching matters through active participation in conferences, meetings or presentations.
    4. Ability to interpret broad guidelines and exercise considerable judgment and ingenuity in interpreting and adapting existing guides; in developing new and improved hypotheses, concepts or approaches not previously tested or reported; and/or in developing new policies that advance the organization.
    5. Ability to coordinate and interact with regional facilities, national and Department-level staff for the implementation and coordination of policies and program plans to apply prioritization methodologies that align facilities' capital asset requests and develop infrastructure options that result in the efficacious use of a regional healthcare organization capital strategic plan.
    6. Ability to adapt and apply trends in healthcare delivery systems that impact long-term capital assets (such as aging equipment and physical plants) for regionally integrated healthcare systems.
    7. Ability to consult and collaborate with all organizational levels in a national healthcare organization, outside organizations and businesses regarding both strategic and financial activities of a regional healthcare organization.
Preferred Experience:
  1. Experience with procedures for assessing, evaluating, and monitoring programs or projects to ensure compliance with federal laws, regulations, and guidance.
  2. Experience with the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  3. Experience in the planning, coordination, and execution of business functions, resource allocation, and production activities.

Physical Requirements:
The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle.

Work Environment:
The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The engineer must also work outdoors in all types of weather. There may be occasional exposure to moderate risks or discomforts in industrial/warehouse space, storage areas, hazardous waste sites, building mechanical/interstitial/crawl spaces, construction sites, engineering plants, and structures.
