Help

Major duties and responsibilities include but are not limited to:

Program Management

  • Reports under the Chief of Staff or Associate Director
  • Leads overall clinic profile management for the facility
  • Integrates profile management across providers, staff, and patients
  • Ensures clinic profiles support:
    • Patient scheduling
    • Workload capture
    • Billing (insurance & co-pays)
    • Costing (MCA)
    • Performance tracking (national, VISN, local)
  • Interprets national policies and implements local standards
  • Advises leadership on clinic/profile management issues
  • Ensures compliance with national, VISN, and local directives
  • Incorporates:
    • Advanced Clinic Access (ACA)
    • Scheduling directives
    • Data capture/workload rules
    • Coding, billing, and MCA requirements
Oversight & Coordination
  • Develops and manages communication and change management plans
  • Oversees staff performing clinic profile coordination/management
  • Leads team to meet analytics and performance goals
  • Coordinates administrative needs for clinic profile creation and maintenance
  • Provides technical guidance to clinic directors and PSL leadership
  • Facilitates collaboration between:
    • ADPACs
    • MCA staff
    • Billing and encounter specialists
  • Supports implementation of scheduling software and systems
  • Participates in facility/VISN projects, committees, and task forces
  • Represents facility in meetings, conferences, and presentations
Clinic Profile Management Responsibilities
  • Oversees clinic setup, profiles, and outputs
  • Designs clinic structures based on:
    • National mandates
    • Facility/provider/patient needs
    • Data capture requirements
  • Develops and monitors procedures for clinic creation and maintenance
  • Manages:
    • New clinic creation
    • Profile updates
    • Clinic inactivation/cancellations
  • Ensures accurate appointment reminder systems
  • Standardizes clinic profile processes across the facility
  • Validates clinic data (locations, contact info, patient direction)
Data, Systems & Reporting
  • Coordinates ancillary needs (encounter forms, printing, MCA, billing)
  • Utilizes systems such as:
    • VistA (scheduling package, FileMan, reports)
    • VSSC reports for data analysis
  • Monitors:
    • Utilization and access
    • Stop codes and workload
    • Wait times and outcomes
  • Evaluates and assigns appropriate appointment types
  • Adjusts clinic capacity (adds/redistributes appointment slots as needed)
Data & Reporting
  • Collaborates with informatics to develop and manage data systems
  • Supports data-driven decision-making for clinic profile operations
  • Collects and compiles data from multiple sources
  • Performs data analysis and report generation
  • Prepares reports to monitor clinic profile accuracy and utilization
  • Communicates findings to facility leadership for action
Problem Solving
  • Identifies issues and applies analytical solutions
  • Resolves system errors (e.g., encounters, transmissions, clinic grids)
  • Corrects negative trends in clinic profile management
  • Investigates and resolves customer complaints
  • Escalates complex issues to appropriate leadership
Training
  • Develops and implements comprehensive training programs
  • Ensures staff compliance with:
    • Clinic profile management
    • Scheduling procedures
    • National directives and policies
  • Trains on:
    • Clinic setup and mapping
    • Scheduling systems
    • Overbooking, cancellations, and modifications
  • Creates and maintains clinic-specific scheduling instructions
  • Educates staff on profile requests, updates, and inactivation
Quality Assessment
  • Leads quality assurance and workflow improvement efforts
  • Evaluates clinic profile data for:
    • Utilization
    • Accuracy of parameters
    • Naming standards and compliance
  • Ensures adherence to national scheduling directives
  • Validates clinic setup (billable status, DSS/MCA codes, encounter forms)
  • Analyzes reports and provides recommendations for improvement
  • Monitors and corrects negative trends in clinic utilization
  • Conducts routine and annual reviews of clinic profiles and performance
  • Maintains accuracy and integrity of outpatient data systems
  • Manages digital workflows and records for clinic changes
  • Ensures adequate patient access and scheduling capacity
Performs other duties as assigned.

Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday-Friday 7:30AM - 4PM Work schedule may be adjusted based on agency needs.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/13/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Possess the the knowledge of a wide range of qualitative and/or quantitative methods and techniques for the assessment and improvement of telehealth program
    • Knowledgeable of financial and management principles, cost accounting, organizational theory, and techniques of analysis and evaluation
    • Working knowledge of VA reporting systems, including Pyramid, Veterans Support Service Center, Corporate Data Warehouse, Tele Reader and VISTA
    • Knowledgeable of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources
    • Possess knowledge of management principles, organizational theory, and techniques of analysis and evaluation
    • The incumbent possesses skill in applying fact- finding and investigative techniques (e.g., employee/supervisor interviews, review of work procedures, instructions, records, and files) to gather clear-cut factual evidence of administrative waste and abuse, or compliance with regulations.
    • Demonstrate proficiency in the use of Microsoft Software to include, Word, Excel and PowerPoint.

    • Master's or equivalent graduate degree
