Duties

Help
  • Formulates, justifies, and executes a major segment of the organizational long-range budget; or a total budget for one or more funds (e.g. OMA, RDTE, Procurement, or Reimbursable).
  • Provides financial management support to one or more special emphasis programs characterized by unique funding requirements and/or lack of guidelines (e.g. Test Methodology and Modernization, Production Base Support).
  • Serves as a liaison between organizational directors/program managers, higher headquarters, and other offices connected with the financial management process.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
  • Position requires DoD Financial Management Level I certification in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the NH-01/GS-07 grade level in the Federal service which includes work that involves: 1) assisting in analyzing requirements to develop budget estimates; 2) preparing and analyzing financial reports; and 3) utilizing automated financial management systems to assist in budget management.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration, or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

Education

  • The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-02 is equal to the former GS-08 Step 01 through GS-11 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $111,087.00 including locality.
