Duties

Help
  • You will provide budgetary support to the Board; consisting of the President, Deputy, Chief of Staff, and numerous seniors Officer and Civilians.
  • You will be responsible for the oversight, and programmatic policies governing INSURVs Government Purchase Card, Travel, Financial Improvement and Audit Readiness (FIAR) and Time and Attendance Programs.
  • You will provide recommendations on policy application, recommendations for policy improvement, and ensure policies are updated with current guiding directives.
  • You will collaborate with the Chief Information Officer (GS-13) and the Director of Inspection (06) to develop cost estimates for future year inspections to include travel, lodging and other key aspects unique to the inspection process.
  • You will consolidate inspection estimates along with all other departmental requirements to provide budget estimates and phasing plan recommendations.
  • You will manage the work of subordinate personnel to process excessive travel requirements of over 80 frequent travelers supporting ship material inspections.
  • You will establish Managers Internal Controls and assign subordinates with the appropriate levels of authority for the DTS program.
  • You will establish clear "Lines of Authority"; maintaining separation of duties to reduce potential for fraud, waste or abuse in this program.
  • You will interpret Department of Defense, Department of the Navy, and other higher headquarters policies and directives for applicability.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience with budget formulation, financial execution, and fiscal policy interpretation for all INSURV funding requirements.
  • Experience providing analysis, validation, processing of financial transactions, applying appropriate fiscal law and statutory authority to each situation.
  • Experience monitoring fiscal reports for unliquidated obligations and overseeing the tracking to recapture unliquidated funds for redistribution to reduce additional cash requirements.
  • Experience resolving various fiscal discrepancies and updating internal controls to reflect accountability in accordance with audit requirements.
  • Experience preparing or reviewing responses to reviews or audits, (e.g., Office of Budget (FMB), Government Accountability Office (GAO), Department of Defense Office of Inspector General, (DODIG), Business Services Online (BSO), etc. which involve financial management policy and procedure.
  • Experience conducting management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommending alternatives for corrective action.
  • Experience identifying root causes of audit findings and implementing internal control adjustments where appropriate.
  • Experience reviewing and finalizing annual fiscal reports; developing annual phasing plan; validating funds availability for annual contracts, civilian labor, travel, and consumables.
  • Experience tracking special interest code funding and ensuring appropriate tagging has been completed.
