Successful candidates will utilize strong organizational, evaluative, and technical skills to promote efficient, effective, and mission-aligned HR service delivery.

Supervisory HR Specialist (Classification):

The Supervisory Human Resources Specialist for Classification is responsible for leading and overseeing classification and position management programs in accordance with government-wide and agency policies. The position offers strategic planning and guidance for classification activities, policies, and automated systems, and manages enterprise-level initiatives involving HR systems, workload distribution, resource allocation, and organizational restructuring. The specialist plans, organizes, assigns, and reviews work while ensuring consistent application and proper adaptation of classification guidance. The role provides authoritative advisory services to senior leaders and exercises full supervisory authority over subordinate supervisors and staff, ensuring the high-quality, efficient delivery of classification and consultative services across the organization.

Supervisory HR Specialist (Technical Review):

The Supervisory Human Resources Specialist for Technical Review oversees daily personnel action review operations and is responsible for planning, organizing, assigning, and reviewing the technical review team's work. The position ensures accurate and legally compliant assessments of personnel actions, appointment authorities, pay-related determinations, and regulatory coding in conformance with federal and agency requirements. The specialist analyzes error trends, identifies systemic issues, and makes recommendations to improve data accuracy and operational effectiveness, requiring prior experience that supports immediate assumption of these duties. The role collaborates with HR staff and leadership to resolve complex or sensitive cases and to promote consistency in review standards. The position exercises full supervisory authority, establishes review protocols and accuracy expectations, and ensures the timely and precise validation of personnel actions that affect employee records and related HR processes.

Supervisory HR Specialist (Recruitment and Placement):

The Supervisory Human Resources Specialist for Recruitment and Placement supervises daily staffing activities and provides expert technical guidance to recruitment teams and management officials. This role plans, organizes, assigns, and reviews work to meet immediate and long-term staffing needs for complex organizations with hard-to-fill positions, requiring the incumbent to have the experience necessary to perform these duties immediately. The specialist advises on recruitment strategies, assessment techniques, entitlement determinations, internal placement actions, special hiring programs, and reductions in force, ensuring compliance with relevant staffing requirements. The position reviews complex personnel actions, resolves technical issues, supports process improvements, and collaborates with leadership on staffing priorities. It exercises full supervisory authority, including performance management, workload oversight, training, conduct and performance issues, and selections, while ensuring the accurate, timely, and high-quality delivery of recruitment and placement services.

Supervisory HR Specialist (Quality Assurance):

The Supervisory Human Resources Specialist for Quality and Oversight oversees daily human capital quality assurance activities and is responsible for planning, organizing, assigning, and reviewing the team's work. The position manages audits, internal controls, and policy compliance efforts to ensure accuracy and adherence to federal and agency standards. The specialist conducts reviews, risk assessments, and process evaluations to identify gaps and recommend improvements, which requires substantial prior experience to perform these responsibilities effectively. The role collaborates with leadership and program offices to implement corrective actions, enhance quality standards, and promote consistent, compliant HR practices across the organization. The position has full supervisory authority over staff, sets performance expectations, and ensures the delivery of high-quality oversight services.

Supervisory HR Specialist (Employee and Labor Relations)

The Supervisory Human Resources Specialist manages all employee relations functions and provides comprehensive advice to leadership, legal counsel, HR staff, and employees on issues related to conduct, performance, workplace concerns, investigations, and disciplinary or adverse actions. The role offers expert guidance on complex employee relations and discrimination issues, ensures consistent policy enforcement, and helps management resolve sensitive workplace problems. The position also represents the organization in litigation and administrative proceedings before federal agencies handling equal employment opportunity, employee appeals, and ethical conduct.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
