Duties

Help

  • Applies the full range of Financial Management (budget, cost, accounting/finance, operations, etc.) in planning, developing, and managing training content hosted on the Resource Training Center platform for the Department of the Air Force Financial Management career field.
  • Develops and presents training products and materials or coordinates with Subject Matter Experts in the development and presentation of a variety of financial management topics.
  • Conducts special projects and studies which have far-reaching impact on the Department of the Air Force Financial Management career field.
  • Utilizes scientific inquiry in the development of data models and business analytics to evaluate and predict the ability to support assigned projects, studies, or problems.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions for the GS-1750, Professional and Scientific Positions.

BASIC REQUIREMENT: A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must include study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology; (2) Instructional design practices (3) Educational evaluation (4) Instructional product OR (5) Computers in education and training. Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours. NOTE: You must submit a copy of your transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: Applicant must have one (1) year of specialized experience for GS-1750-12 which includes advanced knowledge of industry-standard instructional design practices which includes application of principles and techniques used to design training programs, develop design strategy and models, and apply design methods to develop or improve instructional effectiveness, anticipate changes and new developments in technology and relevant educational fields, develop appropriate advance plans, and develop and introduce new or revised program objectives, systems, and concepts. Advanced knowledge of professional instructional systems design principles, techniques, practices, and procedures as they pertain to sustainment, modification, logistics, and training system production management principles, concepts, and policies; and of standard acquisition regulations, practices, and procedures to develop proposals and advise the technical service school's commanding officer and staff. This definition of specialized experience is typical of work performed at the GS-11 grade/level position or equivalent in the federal service.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of financial operations, management, accounting, budgeting, cost and business analytics functions, interrelated activities and statutory and regulatory requirements of a wide variety of DoD and Department of the Air Force activities.
2. Comprehensive knowledge of financial management program policies, principles, and practices.
3. Knowledge and ability to comprehend Public Law, DoD and Department of the Air Force directives.
4. Skill and ability to prepare special studies and staff reports to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work.
5. Ability to gather facts and use effective; analytical, and evaluative methods to accurately assess information and make sound problem solving decisions.
6. Ability to communicate effectively with others both orally and in writing, in working out solutions to problems or questions relating to work


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
