HRA/OCHCO is seeking Project Managers who provide coordinated, cross-functional support for enterprise human capital programs and initiatives. Incumbents will perform analytical, administrative, and project coordination tasks that improve program accuracy, reinforce compliance, and maintain steady operational performance. Responsibilities may include supporting workflow management, reviewing sensitive HR program actions, conducting technical or quality assessments, interpreting human capital policies, preparing executive-level project documentation, advising leadership, and using automated HR and project management systems. These roles are ideal for adaptable professionals capable of handling diverse tasks in a fast-paced, mission-driven environment.

Major Duties

  • Leads planning, execution, and delivery of enterprise human capital transformation initiatives, developing and managing integrated project plans that address scope, schedule, budget, quality, and change impacts.
  • Identifies and mitigates risks, issues, and policy dependencies across HR functional areas; applies data-driven metrics to monitor performance, ensure alignment to OCHCO priorities, and guide decision-making.
  • Coordinates cross-functional teams-including HR operations, policy, workforce development, labor/employee relations, IT, and governance stakeholders-to ensure effective communication, integration, and timely execution.
  • Ensures project compliance with federal HR statutes, regulations, and internal governance requirements; prepares charters, status reports, executive briefings, and documentation supporting oversight and accountability.
  • Conducts assessments and post-implementation evaluations to measure effectiveness, support continuous improvement, and drive enterprise adoption of modernized HR processes, systems, and service delivery models.

Work Schedule: Monday - Friday, 8:00 am - 4:30 pm; or as negotiated.

These positions provide Project Managers the opportunity to contribute to vital HR operations and organizational transformation efforts through strong analytical, organizational, and technical skills. Selectees will support initiatives across the human capital lifecycle-including staffing, workforce planning, organizational effectiveness, employee relations, compliance, and program evaluation-while ensuring accuracy and compliance with established standards. Successful candidates will apply sound judgment, project management skills, and evaluative abilities to foster reliable, efficient, and mission-aligned HR service delivery across the Department.

Serve as a Project Manager within the Office of Human Resources and Administration, Office of the Chief Human Capital Officer (OCHCO). The position provides expert-level project management leadership for enterprise-wide human capital and transformation initiatives that support modernization, integration, and enhanced delivery of HR services across the Department.

The work requires expertise in project and program management principles, a deep understanding of federal human capital policies, systems, and operations, and the ability to coordinate efforts across multiple program offices and stakeholders. It involves planning, executing, and assessing complex initiatives that improve HR service delivery, streamline processes, strengthen workforce management capabilities, and support strategic transformation priorities. This role demands the ability to solve complex operational and policy issues, lead cross-functional teams, and produce high-impact outcomes that further OCHCO's enterprise mission.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
