The Department of Veterans Affairs is seeking excellent HR Assistants to provide support and guidance in a wide variety of human resources management activities and programs, in support of the enterprise transformation under OCHCO. As an HR Assistant, you will provide administrative and technical support.

Qualifications

These detail opportunities offer HR Assistants the chance to support key HR program functions through focused administrative and technical work. Selectees will contribute to essential HR operations, ensure process accuracy, and apply their organizational skills in a mission-driven environment.

Recruitment and Staffing

The employee in this position performs recruitment and staffing support activities. Duties include providing administrative and limited technical support for recruitment and placement; using automated HR systems to enter, retrieve, and manage data; maintaining and organizing files, records, and logs; reviewing documents for accuracy and completeness and correcting discrepancies; assisting with the processing of personnel actions in various HR systems; and carrying out recruitment and staffing related tasks to support hiring and placement activities.

Information Systems

Performs HR data entry, auditing, and corrections across multiple HR systems, ensuring accuracy and compliance with established requirements. Retrieves and compiles data, prepares standard and ad hoc reports, and reviews outputs for completeness and consistency. Troubleshoots routine and recurring system issues, coordinating with HR and technical staff to resolve discrepancies. Reviews and tests system updates, assists in creating user guidance, and supports staff training on new or revised system functions. Monitors system performance and identifies data quality concerns or process inefficiencies. Maintains user accounts and permissions and conducts regular audits to ensure data integrity.

Classification

Maintains the Position Description (PD) Library by updating and removing inactive descriptions and coordinating with serviced organizations to ensure current information is on file. Supports HR Specialists by conducting research, assisting with classification determinations, and participating in position reviews and desk audits. Provides employees and supervisors with PD copies and accesses OPM and VA resources to obtain classification guidance. Performs work supporting classification functions, including reviewing duties and assisting in determining position sensitivity levels in accordance with VA and OPM directives.

Position Management

Performs technical work supporting position management. Assist with maintaining the organizational structure and ensuring position data is accurate, current, and properly linked to pay, entitlements, and reporting. Creates, updates, and maintains information for occupied and vacant positions and analyzes data for entry into HR information systems. Identifies and resolves position management and staffing issues using automated systems and provides insight into organizational positions to support resource and workforce planning.

Personnel Security

Performs technical work supporting the Personal Identity Verification (PIV) program and security clearance processing. Schedules and tracks employees requiring fingerprinting or upgraded clearances, and completes fingerprinting duties in accordance with security directives. Maintains and updates security clearance logs, monitors the status of clearance packages, and ensures accurate tracking and accountability for submissions to federal security agencies. Applies VA and OPM security guidelines to support clearance processing and provides notifications to personnel as needed. Manages technical projects related to PIV and security processing to ensure timely and accurate completion of requirements.

Employee and Labor Relations

Offers assistance with performance appraisal and incentive awards processes, including identifying ratings of record, tracking and entering rating data, and using VA Form 0750. Helps process individual and group incentive awards and ensures the correct coding of award actions, including completion of VA Form 4659. Responds to routine HR questions, explains basic HR policies, and assists in resolving common issues such as leave procedures. Performs office support tasks like preparing correspondence, maintaining logs and records, and generating reports, charts, and spreadsheets. Provides basic information on ER/LR activities for managers, supervisors, and employees.

Employee Benefits/Retirement

Offers assistance with a full range of employee benefit programs, helping employees, former employees, annuitants, and family members with retirement, insurance, health benefits, and injury compensation. Provides guidance to employees and supervisors on benefit entitlements and program updates, prepares benefit-related communications, and conducts orientation and training for new staff. Handles benefit elections and claims, resolves discrepancies in insurance and benefits records, and supports in resolving employee concerns. Ensures accurate, timely entry of benefit data into personnel and payroll systems and reviews submitted documentation for completeness and accuracy.

Experience refers to paid and unpaid experience, including volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
