Duties

Help

As an Emergency Management Specialist, you will perform the following duties:

  • Develop and maintain Department-level continuity plans, annexes, and strategies that align with Presidential directives, Federal continuity directives, and Commerce policy.
  • Coordinate continuity readiness activities, including training, team preparedness, and validation of alternate facility requirements and readiness.
  • Provide operational support during continuity activations, including relocation, devolution, and reconstitution activities.
  • Analyze mission essential functions and primary mission essential functions using Business Process Analysis and Business Impact Analysis to identify dependncies vulnerabilities, and performance requirements.
  • Support continuity program development, including guidance development, compliance reviews, and Department-wide reporting.
  • Prepare senior-level briefings materials and reports for Commerce leadership.
  • Support planning and implementation of continuity exercises that follow national exercise standards; assist with evaluation activities and contribute to after-action reports and corrective action plans.
  • Perform risk and vulnerability assessments affecting continuity operations and recommend mitigation strategies to office leadership.
  • Represent the Department in interagency continuity working groups, national-level exercises, and federal policy discussions.

This Job Opportunity Announcement may be used to fill other Emergency Management Specialist ZP-0089-4, (FPL:04) positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is being filled under the Department Of Commerce Alternative Personnel System (CAPS). Under CAPS, positions are classified by career path and pay band.

The ZP-04 is equivalent to the GS-13/14 grade levels.


To qualify at the ZP-04 level, you must possess one full year (52 weeks) of specialized experience equivalent to the ZP-03 or GS-12 in the Federal service.

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the ZP-03 or GS-12 level in the Federal service or its non federal equivalency.

Specialized experience is defined as:

- Knowledge of Federal continuity policy or Presidential directives and FEMA continuity directives; AND
- Developing and evaluating Continuity of Operations plans or annexes, and strategies at the Department or Operating Unit level; AND
- Coordinating with multiple bureaus, inter-agency partners, and stakeholders to support Department-level continuity planning and implementation; AND
- Conducting business process analysis or business impact analysis, and/or complex assessments of mission essential functions; AND
- Conducting risk or vulnerability assessments related to continuity and recommending mitigation strategies; AND
- Preparing senior-level briefing materials, reports, and/or policy recommendations related to continuity or emergency management.

Education

There is no positive education requirement for this position.

Office of the Secretary

The Office of the Secretary is the general management arm of the department and provides the principal support to the Secretary in formulating policy and in providing advice to the President. It provides program leadership for the department's functions and exercises general supervision over the operating units. It also directly carries out program functions as may be assigned by the Secretary and provides - as determined to be more economical or efficient - administrative and other support services for designated operating units.

The Office of the Secretary consists of the Secretary, certain secretarial officers, designated staff immediately serving those officials and a number of offices which serve department-wide functions or perform program functions directly on behalf of the Secretary.Additional selections may be made from this announcement to fill positions within the same office when the position includes substantially the same duties, responsibilities, and qualifications.
