Help

Duties for the IT Specialist (DATAMGT) GS-2210-12 include but not limited to:

  • Supports the design and implementation of data pipelines for collecting, storing, and processing data from various sources, including CMS's Integrated Data Repository and HHS OIG's Data Workbench.
  • IT Specialists will be able to develop processes using existing tools in the HHS OIG environment to extract raw data from these different sources, transform it into a usable format, and make the data available for to use for analytic projects.
  • Supports data analysts throughout the agency by partnering with them to create and maintain new data services and products, such as the Shared Analytic Library.
  • Participates in the design of a metadata process for use in reporting, analysis, and data access.
  • Supports the organization in acquiring new data sets to support audits, investigations, and evaluations. Defines processes for the effective, integrated introduction of new data. Improves opportunities for enterprise sharing of data and data integration; improve internal access to data to increase the speed of decision making.
  • Work within teams to develop appropriate documentation, data models, metadata repositories, and other data management tools. Supports OIG's efforts to track data inventories and collections, data purchases, databases, conceptual/logical/physical data models, and linkages between datasets.
  • Assists team members in carrying out a broad range of work to critically analyze, synthesize, and report data and findings to satisfy the data provisioning and ad hoc analysis requests from each of the OIG components.

Qualifications

Applicants must meet all the qualification requirements, including education, and any selective placement factors described below within 30 days of the closing date of this announcement. In order to qualify for the GS-12 grade level, you must demonstrate in your resume at least one year (52 weeks) of specialized experience equivalent to the GS-11 grade level in the Federal service. This experience must have provided you with the knowledge, skills, and abilities to perform the duties of this position.

  1. analyzing and interpreting Medicare and Medicaid claims data to identify trends, anomalies, or findings in support of program objectives; and
  2. using Structured Query Language (SQL) to query, manipulate, and optimize data within large-scale databases; and
  3. utilizing open-source tools, including Python and Git, to develop, manage, and version control data solutions; and
  4. developing, connecting, and integrating semantic layers to consumption tools via APIs to enable data accessibility reporting; and
  5. generating data products and reports to support oversight activities such as audits, evaluations, and investigations.

In addition to the qualifications listed above, you must have IT-related experience demonstrating each of the four competencies listed below:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem-Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
