Help

  • Interpreting complex housing regulations, policies, and federal guidance, and applying them to resolve precedent-setting or unusual housing management issues
  • Serving as a technical expert on housing program operations, advising leadership on policy interpretation, program risks, and compliance strategies
  • Independently analyzing program data, occupancy trends, budget impacts, and resource constraints to develop recommendations for improving efficiency and service delivery
  • Leading or coordinating multi-disciplinary teams or working groups to plan, implement, or evaluate housing initiatives, inspections, or corrective actions
  • Developing, revising, or implementing standard operating procedures, performance metrics, or program improvement plans to strengthen housing operations- Overseeing complex or sensitive cases involving eligibility, assignments, disputes, or exceptions, ensuring decisions are consistent with policy and equitable to all parties
  • Managing large-scale housing projects or program components, such as renovation schedules, facility assessments, or contractor performance evaluations
  • - Preparing high-level reports, briefings, and written analyses for senior leadership, including recommendations supported by data and regulatory interpretation
  • Monitoring program compliance with federal, state, and local requirements, conducting risk assessments, and ensuring timely resolution of deficiencies
  • Providing expert guidance, training, and oversight to staff on complex housing processes, automated systems, customer service expectations, or policy implementation
  • Coordinating with internal and external stakeholders-such as legal counsel, contracting, maintenance, or community partners-to align decisions and resolve programmatic issues
  • Utilizing automated systems and advanced data tools for strategic planning, forecasting needs, tracking performance, and producing analytical reports
  • Managing resource allocations, workload distribution, and program priorities to support organizational goals and ensure responsive housing services
  • Identifying operational gaps and leading initiatives to modernize processes, streamline service delivery, or improve resident satisfaction


Work Schedule: Monday - Friday 8:00 A.M. - 4:30 P.M.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/15/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. To be creditable, the one-year specialized experience must be equivalent to the next lower grade in Federal Service that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. Manages financial, operational and managerial processes involved in housing program management; develop and conduct program training to individuals from a variety of backgrounds; supervises staff assigned to housing program; coordinates documentation and clinical application support for referrals; serves as a representative of the housing program for communication with contacts inside and outside the organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is generally sedentary; however it requires a fair amount of standing, walking, walking up and down stairs and bending. The Housing Manager may be required to approximately lift 25-50 pounds.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
