  • Directs acquisition activities to meet the federal government’s information technology (IT) services, professional services, and managed services needs in the most economical, effective, and efficient manner possible while ensuring acquisitions are executed in compliance with applicable regulations, statutes, and policies. Acquisitions and projects are governmentwide in scope, directly involve the national mission of the agency, significantly impact upon the IT industry, professional services, and may involve U.S. national interests (e.g., international trade negotiations).
  • Responsible for contract requirements that are complex in nature and mission critical. Contracts typically have multiple stakeholders and funding sources that require substantial day-to-day surveillance of contractor performance.
  • Manage the group's portfolio so the workload of the acquisition professionals meets cost recovery goals of organization and balances the workload across the acquisition division. Manages workload assignments to ensure the timely completion of acquisition milestones and mitigate risk on projects.
  • Proactively manage client expectations, resolve issues, and brief the sector director on issues. Builds client relationships to promote Assisted Acquisition Services (AAS). Promote the integrated project team concept to build consensus and identify solutions for client requirements.
  • Regularly meets with, briefs, and makes presentations to Senior Executive Service (SES) and other executive-level personnel within the agency, client agencies, and the Office of Management and Budget on matters of considerable consequence or importance to the program and procurements they manage.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation dependent on the position for which selected, which may be designated at Tier 5/ Special Sensitive investigation level, Tier 5/Critical Sensitive investigation level.
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

  • Serve a one year supervisory or managerial probationary period, if required
  • This position  may be subject to drug testing requirements.

Qualifications

The GS-15 salary range starts at $150,119 per year.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must meet the requirements in 1, 2, or 3 below:

  1. All of a, b, and c below:
    (a)  Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification.
    (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
    (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

  3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

In addition to the Basic Requirements listed above, you must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service.

Specialized experience is defined as experience performing acquisition and contract management functions supporting Information Technology (IT), Professional Services (PS), or other commercial acquisitions. This experience includes applying acquisition principles, policies, and procedures to plan, execute, and oversee procurement actions and contractor performance. This experience must include at least 4 or more of the following::

  • Managing acquisition activities for IT, professional services, or commercial procurements, including planning, soliciting, evaluating offers, and administering contracts.
  • Providing acquisition guidance and recommendations to program officials and stakeholders regarding procurement strategies, contract requirements, and applicable acquisition regulations or policies.
  • Monitoring contractor performance and deliverables to ensure compliance with contract terms, performance standards, and project timelines.
  • Creating standardized processes to ensure quality assurance and control.
  • Providing directions to a staff of acquisition professionals.
  • Coordinating with program offices, customer clients, and industry partners to clarify requirements, resolve acquisition issues, and support successful contract execution.
  • Administering contracts in a fee-for-service or reimbursable environment, including tracking project costs, funding usage, and service delivery performance

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of contracting methods and contract types to plan and carry out long-term preaward and/or post award commercial procurement actions; a variety of contract types; contracts with multiple stakeholders and funding sources; procurement functional areas sufficient to apply new approaches and other acquisition developments to problems not susceptible to treatment by accepted methods.
  2. Familiarity with business strategy and program and/or technical requirements sufficient to perform or direct in-depth evaluations of the financial and technical capabilities and/or performance of contractors.
  3. Knowledge of federal acquisition operations, terminology, planning, and associated administrative practices and procedure.
  4. Ability to perform research and strategic development and develop new and maintain existing business relationships involving broad, complex, and/or highly sensitive customer needs, evolving technologies, or other unique business elements that can have atypical security, technology, or financial parameters; and coordinate assigned/delegated contracts and related functions with a wide array of stakeholders.
  5. Skill in oral and written communication to develop, coordinate, and/or provide reports, briefings, and other presentations to a variety of audiences with diverse needs.
