1. SUPERVISORY. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors to include (but not limited to): Range Management Authority (RMA), Airfield Manager, Operations and Training Manager, Training Support Officer, Director of Public Safety, Emergency Services Manager, as applicable. In the absence of a subordinate supervisor, the incumbent assumes responsibility for oversight of that function. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Reviews selection of candidates for subordinate non-supervisory positions and selects subordinate supervisors taking into consideration skills and qualifications, and mission requirements. Ensures reasonable equity among units of performance standards developed, modified, and/or interpreted and rating techniques developed by subordinate supervisors. Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses. Manages performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors. Hears and resolves group grievances and employee complaints referred by subordinate supervisors and employees. Initiates actions to correct performance or conduct problems. Ensures documentation prepared to support actions is proper and complete. Approves leave for subordinates and ensures adequate coverage in organization through peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes appropriate action to correct situations posing a threat to the health or safety of subordinates. Fosters a work environment of mutual respect that is free from all forms of discrimination, harassment, and retaliation. Ensures that subordinate supervisors have effective interpersonal, communication, and managerial skills to supervise in a workplace with diverse employees.

2. PLANS. Directs assigned Management Decision Packages (MDEPs) managers to develop State and Federal financial budgets through the Sustainable Range Program (SRP) to include Range and Training Land Program (RTLP), Integrated Training Area Management Program (ITAM) and Training Support Center (TSC). Serves as an Activity Manager for the MDEPs. Oversees the development and updating of the training center Five-Year Range Complex Master Plan (RCMP)/Range Development Plan in coordination with other directorates to codify the Five-Year Program Objective Memorandum (POM) cycle. Coordinates all installation administrative and logistical support necessary to provide using units, tenants, and Federal, State, and local agencies with installation facilities, subsistence, security, and training requirements. Liaisons with HQDA/NGB level staffs regarding GTC funding, policy and program updates, and staffing. Fosters productive relationships with other training centers to leverage resources, sustain efficient communication and coordination, and improve the overall success of the GTC training mission. Plans and coordinates specialized training events involving Conventional, Special Operations, and Joint Forces of all branches and components of a classified nature. Facilitates training for non-DoD agencies on the GTC. May support Joint Chief of Staff (JCS) level exercises for Geographic and Functional Combatant Commanders as well as others. Coordinates with FORSCOM and NGB to develop a plan for establishment of the GTC as a Mobilization Force Generation Installation (MFGI) to prepare for large scale mobilization operations. Participates in conferences and exercises conducted by higher headquarters. Incumbent acts in the absence of the GTC Commander and/or the Base Operations Manager, as required.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform.

Compatible Military Assignments: Selectee must be a member of the Arkansas Army National Guard, and assigned to a compatible military position within the Robinson Maneuver Training Center's Institute Support unit.

IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

Qualifications

GENERAL EXPERIENCE:
Work involves supervising or performing work requiring knowledge of (a) the basic processes of administration, (b) the principles and standard practices of management, and (c) the techniques of organization, direction, coordination, and control

SPECIALIZED EXPERIENCE:
1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

3. TRAINING. Serves as advisor on all matters pertaining to the use of training center range facilities and is responsible for conduct and safe firing of live ordnance, demolitions, ground and aerial maneuver and aerial delivery operations, airspace management, and airfield (if applicable). Responsible for the planning and overall management of multi domain training consisting of maneuver, live fire, synthetic, cyber, and electronic warfare training events. Provides oversight of the GTC safety program including ground, live fire, airborne, aviation, and explosive safety functions by training and certifying unit/organizational training plans and associated surface danger zones (SDZ). Oversees site surveys for using units/organizations and determines all support requirements necessary to support training. Responsible for the timing, coordination, and safety of combined arms firing exercises which involves armed aircraft, maneuvering, mounted and dismounted types of indirect and direct fire. Remains cognizant of all mobilization issues and apprises commander and staff of changes to policies or procedures impacting the installation. Prepares plans for accomplishing the garrison mobilization mission and supporting plans to train for and facilitate the mobilization and deployment of Reserve Component units assigned to the garrison mobilization station. Maintains working knowledge of mobilization policies and regulations. Coordinates with other Department of Defense agencies and may provide direct support for mobilization.

4. OPERATIONS. Ensures that all training is conducted simultaneously, without conflicts, incidents, or mishaps. Supports commanders and staff officers from active and reserve military units, as well as nonmilitary organizations, in tactical training requirements within the training center. Manages an extensive maneuver complex and multiple live-fire range capabilities at the GTC to conduct collective and joint training exercises. If applicable, through subordinate supervisors, is responsible for the overall management and operation of all controlled airspace and supporting aeronautical aviation facilities, functions, and organizations (air traffic control, airspace management, navigational aids maintenance, airfield facilities and operations, and flight simulation). Advises organizational personnel on all matters pertaining to safety in the firing of live ordnance. Maintains overall responsibility for developing and enforcing the installation range safety program and directs preparation and staffing of all installation range safety publications. Responsible for the overall enforcement of safety parameters for all non-standard firing ranges. Advises, assists, and directs senior commanders and staff officers on matters pertaining to the capabilities and limitations of the training center range complex and maneuver safety program. Approves concept of operations and training scenarios prior to execution by using units/organizations. Executes the garrison pre-mobilization training and mobilization missions as required. Develops, coordinates, and executes all plans necessary to accomplish the garrison mobilization mission. Establishes policies and procedures for garrison staff and Regional Collective Training Capability (RCTC) and/or MFGI support units on all issues pertaining to the execution of the mobilization mission. Oversees the direct management and operation of the garrison's deployment operations, deployment facilities and power projection platforms (air, sea, and rail) at local U.S. Army airfields. Conducts community outreach and education as well as participates in regional initiatives such as the Army Compatible Use Buffer (ACUB) program. In coordination with other directorates, ensures a safe outdoor recreational program to include hunting and fishing that is deconflicted with training operations as applicable. Directs the ITAM and garrison environmental teams to ensure sensitive areas (historical, cultural, protected wetlands, and sensitive habitats) are not adversely impacted by training activities by.

5. SECURITY. Oversees the duties of the installation provost marshal, emergency services, and intelligence staff. Serves as the manager for the garrison physical security and antiterrorism programs. Ensures compliance with appropriate regulations and directives. Issues force protection guidelines, force protection conditions levels as directed by higher headquarters, and implements Random Antiterrorism Measures (RAM). Ensures security guards, military police, and physical security/antiterrorism personnel receive rules of the use of force briefings commensurate with the existing force protection conditions. Assists in developing force protection measures and acquiring resources to implement these measures. Maintains overall responsibility for developing and enforcing the installation security program and directs preparation and staffing of all installation security publications. Liaison with Federal, State, and local law enforcement agencies. Develop policies and procedures to ensure operations security (OPSEC), physical security, anti-terrorism, emergency management, and safety compliance of tenant and training units while supported by the GTC. May require support in Operational Range Assessment, Joint Land Use Study, and manpower studies.
