The incumbent serves as the Supervisory Business Manager in the office of the State Conservationist (STC), within the state office of the Natural Resources Conservation Service (NRCS, WA), United States Department of Agriculture (USDA). The incumbent provides supervision, direction, and management of a subordinate staff consisting of the Financial Resources Specialist, the Business Services Specialist and other professional, administrative, or clerical positions as allocated in the state office.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level).

Applicants who meet the Minimum Qualifications Requirement to be considered:

Specialized Experience: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience includes:

  • Reviewing and assessing performance and accountability of conservation programs and operations, including tracking and reporting on progress in achieving goals and objectives.
  • Overseeing and coordinating efforts to integrate and link conservation strategy with the planning, allocation, utilization, and evaluation of financial and other resources necessary to accomplish the mission responsibilities of the agency.
  • Coordinating and collaborating with managers and staff to ensure integration of conservation strategy, resource management, and business services with other programs and activities within the state.
  • Presenting information to the State Leadership Team (SLT) on linkages between utilization of financial resources and conservation outcomes.
Note: There is no education substitution for the GS-13 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Temporary Promotion Not-to-Exceed: This is a temporary promotion not-to-exceed one year and may be extended (up to 5 years) without further competition or may end earlier due to lack of work or funds, or at the discretion of the Hiring Manager.

This temporary promotion may be made permanent without further competition. If the temporary promotion is not made permanent, you will be returned to your permanent position of record with any increases that would have been received if not temporarily assigned. If it is not possible to be returned to the prior position, you should be placed in another position in your agency for which qualified, at the same grade and geographic location as before. Should this not occur, reduction-in-force procedures may be necessary. If you are selected, we will work with you and your supervisor on an agreement covering return rights so every effort will be made to return you to a properly classified position for which qualified and at the same grade level.

Financial Disclosure: If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter. Selectee is subject to financial Disclosure Requirements in accordance with 5 CFR, Part 2635, Sub part E regarding business or personal transactions with applicants, borrowers, or business contacts who have or who are seeking business with this Agency. Selectee must be able to obtain and maintain a security clearance. If selected, you will be subject to a National Agency Check and Inquiry (NACI) and a credit report.

Bargaining Unit: This is a non-bargaining unit position.

This position is subject to all applicable laws, regulations, and policies under the direction of Agency. Selection does not restrict the Agency from any future reorganization or realignment efforts. If a change in duty location is required after selection due to a directed reassignment, relocation expenses will be reimbursed in accordance with Federal Travel Regulations. Declination of a directed reassignment could result in your removal from Federal service.
