Duties

Help
  • You will be serving as a senior Distribution Facilities Specialist providing subject matter expertise across naval organizations for Petroleum, Oil, and Lubricant (POL) distribution facility programs.
  • You will be working to maintain the naval mission delivering bulk and retail POL products and services to Department of Defense (DOD) and non-DOD customers.
  • You will be collaborating with agency officials to support and execute facility design; Military Construction (MILCON); sustainment, restoration, and modernization (SRM); and Recurring Maintenance/Minor Repair (RM/MR) projects.
  • You will be participating in design conferences and certification of project completion.
  • You will be participating in the development of long-range goals and objectives for naval POL distribution facilities and ensuring that the MILCON program supports those goals and objectives.
  • You will be identifying future facility needs; reviewing and validating reported facility deficiencies; analyzing and making decisions concerning distribution facilities, storage spaces, material handling equipment and other operational requirements.
  • You will be assisting in developing scopes and cost estimates; preparing and reviewing project documents; prioritizing submitted projects; and maintaining close oversight of approved projects through the entire project lifecycle.
  • You will be developing, gathering, complying, and submitting metrics data and project status to management for situational awareness, improved communication, and process improvement
  • You will be a technical expert, thoroughly understanding all applicable federal and local regulations.
  • You will be participating in multi-agency meetings to develop and review technical specifications, criteria, guidance, and standard practices for the DOD POL community.
  • You will be planning and carrying out the assignment, resolving most of the conflicts that arise, coordinating the work with others as necessary, and interpreting policy on their own initiative in terms of established objectives.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • Recall to duty may be a requirement of this position and member may be required to be available on-call to deal with security issues that may arise. Overtime and/or emergency overtime may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) making decisions, recommendations, and proposing solutions to ensure Petroleum, Oil, and Lubricant (POL) distribution facilities and equipment are available to support and sustain the military operating forces. 2) developing solutions, criteria, procedures, and/or instructions for assessing current facility conditions and program effectiveness to ensure projects come to completion. 3) researching latest technological changes and advances in the petroleum field.

Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). This position may require walking, prolonged standing and climbing ladders and stairs. Incumbent may be required to perform duties in adverse weather and environmental conditions which may necessitate the use of respirators and other personal protective equipment.

This position may require entry into confined spaces when required as an authorized entrant or attendant. Regular and reoccurring work may also be performed on ladders, scaffolding, tank tops, docks and watercraft. Incumbent will be in proximity to petroleum products and potentially hazardous chemicals and vapors. Incumbent will be in proximity to machinery and equipment with moving parts, potential shock hazards, respiratory irritants, and high noise levels.
