Maintains responsibility for aviation safety activities within a complex National Airspace System (NAS) by applying safety-related technologies, procedures, and analytical methods. Plans and evaluates compliance activities, analyzes safety data and trends, identifies hazards, and supports risk management strategies through models, automated tools, and standardized processes. The work emphasizes analytical review, coordination, and process improvement rather than direct technical performance. Results inform aviation safety programs and decision-making at the national and international level.
As a member of a higher-level leadership team (e.g., Division leadership team), contributes to problem-solving beyond own function. Builds and maintains an effective office/branch leadership/management team; ensuring units are working together and beyond boundaries, exemplified by shared decision-making, commitment to sharing all relevant information, and considering input from all relevant stakeholders as necessary to create expected results. Manages and sets clear performance standards that promote accountability, a sense of individual responsibility, professionalism, and pride for organizational performance to next level managers (e.g. assistant managers, front line managers, supervisory principle inspector, as applicable). Ensures effective managerial work and work quality across all units and cross-organizational relationships while maintaining unit and individual well-being. Responsible for the leadership, planning, prioritizing, direction, communication, tasking, training, and scheduling of work. Also responsible for time and attendance, leave approval, performance evaluation, corrective and disciplinary actions, and sets front line office goals and objectives.
Makes effective resourcing decisions across several work units, teams, or groups; making certain that work units deliver expected output within required time frame and budget. Adjusts resourcing plans as needed to meet changing work conditions. Holds other managers accountable to make good business decisions in meeting the needs of Flight Standards (FS). Defines, plans, and organizes assigned budget, staff and other resources to accomplish objectives for more than one organizational unit or team. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Is accountable of all assigned office equipment.
Resolves all but unique problems without the intervention of higher level management. Holds subordinate managers accountable for maintaining mutually productive partnerships with stakeholders as demonstrated by productive conflict and effective action taking to address issues impeding effectiveness.
Conducts analysis of the appropriateness and effectiveness of organizational programs, development, coordination, and monitoring of Division responses to industry, other agencies, Congress, and the public. May serve as a focal point for Flight Standards providing recommendations, evaluations, and validating research and development requirements for new concepts or systems, and other programs necessary to support the conduct of flight operations in the global arena.
To qualify for this position at the FV-K (FG/GS-15) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J (FG/GS-14) level.
