Summary

About the Position: This is a developmental position. Incumbent conducts inspections, manages selected major sub-programs, does workplace monitoring, investigates accidents, provides safety instruction and does other tasks necessary to support the safety program.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Help
  • Performs safety surveys of the hospital and support facilities.
  • Investigates personal injuries and property damage incidents and accidents to determine causes and recommends corrective actions required to prevent a recurrence.
  • Prepares written reports of inspections detailing problems observed, standards violated and recommended corrective action.
  • Conducts follow-up inspections to determine if unsafe conditions have been corrected.
  • Conducts safety training for supervisors and employees.
  • Participates in pre-construction conferences with Navy and contractor personnel.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • Lifting up to 15 pounds may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. At the GS-09 Grade Level

Specialized Experience: One year of specialized experience in the Federal service, in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position, which includes: performing periodic inspections to determine compliance with appropriate safety and occupational health regulations; drafting report findings on physical conditions and unsafe practices or situations; providing technical recommendation to management for safety and health facilities and equipment; and preparing brochures to promote safety awareness. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. (Note: You must attach a copy of your transcripts.)


OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.


At the GS-11 Grade Level

Specialized Experience
: One year of specialized experience in the Federal service, in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position which includes developing and recommending new safety programs; applying safety and occupational health laws, regulations, or procedures to the Medical treatment facility; surveying workplaces to determine possible hazards; identifying improvements/corrections to processes and ensuring follow-up recommendations are completed. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
