Summary

About the Position: Serves as Chief, Project Controls Section supervising a group of project controllers and support staff. Incumbent is responsible for effectively implementing the Project Management Information System (PROMIS) for Walla Walla District in accordance with the Project Delivery Business Process (PDBP) and data quality standards, with responsibility for the Primavera and Enterprise Data Warehouse (EDW) applications.

Duties

Help
  • Oversees the day-to-day management of the team responsible for maintaining project and/or program schedules and resources in the Project Management Information System.
  • Develops, coordinates, and implements the District’s strategic approach to utilizing PROMIS.
  • Develops and maintains routine reports for monitoring, baselining, analyzing, and forecasting project performance and data quality, and for estimating time and budget requirements.
  • Provides formal and informal training, coaching, and guidance to staff and project delivery teams on the use of project scheduling tools and techniques.
  • Serves as the assigned Project Controller for specific projects and programs that are especially complex or regionally consequential.
  • Organizes and supervises section activities and functions for a workforce of 6 to 10 employees.
  • Responsible for information and records management as it relates to P2.
  • Performs P2 data quality assurance checks, troubleshoots problems as they may occur, and reports to supervisor and District leadership on data quality.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes managing Civil Works related project schedules, resourcing, in-depth analyses of project execution and financial data; providing data-driven recommendations and briefings to senior leadership; AND experience in managing project schedules and resources using Primavera applications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Additional information

  • You will be required to provide proof of U.S. Citizenship.
  • One year trial/probationary period may be required.
  • One year supervisory probationary period may be required.
