Duties

Help

-Exercise supervisory personnel management responsibilities at least 25% of the time.
-Plan, organize, and direct the activities of the organization.
-Represent the organization with a variety of Headquarters Air Force (HAF), Major Command (MAJCOM), regional, installation, and functional area organizations.
-Communicate and coordinate environmental, housing, and real property issues with higher headquarters, regulatory agencies, other installation units, community officials, etc.
-Direct the development and execution of the environmental, housing, and real property budgets, and preparation of planning, programming, and budgeting systems (PPBS) documentation in support of environmental, housing, and real property planning.

Qualifications

Ideal Candidate: Possess all minimally qualified attributes and demonstrates a higher level of senior-level staff professionalism, leadership, technical mastery, and program management experience. This includes: Extensive experience supervising a multidisciplinary team of specialists within Environmental, Housing, and Real Property expertise areas; conducting formal performance appraisals and daily feedback to subordinates, managing employee development, and resolving complex personnel issues; managing the full lifecycle of installation management including experience developing and staffing environmental, housing, and real property packages, preferably within the DoW and other federal agencies. Demonstrated ability to act as a senior technical authority, providing strategic direction and innovative solutions to complex installation management challenges affecting major programs within the realms of Environmental, Housing, and Real Property. Extensive experience in high-level coordination and negotiation with organizations, subordinate major commands, and installations, especially navigating complex regulatory environments and communicating effectively with senior leadership on Environmental, Housing, and Real Property.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific positions to include the Individual Occupational Requirements Professional Engineering Positions, 0800, Community Planning Series 0020, General Natural Resources Management and Biological Sciences Series 0401, General Physical Science Series, 1301.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
0020: Degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. NOTE: YOU MUST SUBMIT A COPY OF YOUR UNOFFICIAL TRANSCRIPTS.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

0401:Degree inbiological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. NOTE: YOU MUST SUBMIT A COPY OF YOUR UNOFFICIAL TRANSCRIPTS.

Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

1301: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. NOTE: YOU MUST SUBMIT A COPY OF YOUR UNOFFICIAL TRANSCRIPTS.
OR
Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

0801/0819: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: YOU MUST SUBMIT A COPY OF YOUR UNOFFICIAL TRANSCRIPTS.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, at the next lower grade NH-03, or GS-13 equivalent in other pay system. Examples of specialized experience includes the ability to the ability to act as a senior technical authority, providing strategic direction and innovative solutions to complex installation management challenges affecting major programs within the realms of Environmental, Housing, and Real Property. Experience in high-level coordination and negotiation with organizations, subordinate major commands, and installations, especially navigating complex regulatory environments and communicating effectively with senior leadership on Environmental, Housing, and Real Property.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of asset management processes required to integrate enterprise-wide built and natural asset investment decisions; housing asset management and asset accountability principles, applicable laws, and concepts, theories, policies, directives, and procedures.
2. Knowledge of the principles of planning and program management including standard construction and contracting regulations; common business and economic principles, theories, concepts, and procedures; resources principles and standards, and of the Planning, Programming, and Budgeting system.
3. Knowledge of safety, security, personnel management, and EEO regulations, practices and procedures.
4. Skill in evaluating and interpreting environmental compliance rules and regulations and applying them to natural/cultural resources concepts, standards, methods, practices, techniques, materials and tools.
5. Ability to analyze, plan, organize, and direct the work operations to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the staff of an organization.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position, NH--04, equivalent to the GS-14/GS-15, WITH A TYPICAL SALARY RANGE OF $107,446 to $164,301.
