Duties

Help

  • Serves as a Quality Assurance Analyst, responsible for examining, validating, and certifying Air Force Special Programs Funding documents and payments.
  • Provides financial advisory services for the full range of accounting operations including direct and indirect reimbursement programs representing Air Force Appropriations and various DoD Appropriations.
  • Serves as a financial subject matter expert within the Special Actions Branch to control all aspects of accounting operations, using mission-unique finance and accounting systems at equivalent base, major command, and departmental reporting levels.
  • Represents Sensitive Activities Interests externally with a variety of USAF, DoD and intra-governmental functional area organizations.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge in analysis and resolution of a range of financial analysis problems such as the development of alternative methods of fundings; formulation of budget estimates for programs in which objectives, work processes, staffing and funding requirements have changed to the extent that substantial re-budgeting is required each year; and development and administration of budget execution work plans subjects to fluctuating revenues and changing demand for services which necessitate reprogramming throughout the fiscal year. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of military pay and allowances, allotments, leave rules and regulations and a thorough understanding of pertinent laws, regulations, and other technical criteria to determine propriety of entitlements of pay. Mastery of related financial regulations and rulings covering diverse types of military pay transactions to typically function as a technical authority for the resolution of an extensive range of issues or problems.
2. Knowledge of USAF financial management principles, theories, procedures and applications to administer the serviced activities financial management programs as they relate to Sensitive Activities; develop procedures and disseminate expert guidance on financial management and disbursing methodology, approach, procedures and techniques.
3. Knowledge of DoD, DFAS, and USAF financial management objectives, auditing, accounting and disbursing missions, responsibilities, interrelationships, processes, programs, operations and appropriate systems to participate in the budget development process; ensure programs objectives are met and fiduciary responsibilities are properly administered.
4. Knowledge of a variety of military pay, travel, and disbursing functional areas and their relationships to other functions to research or investigate problems or errors that require reconciling and reconstructing incomplete information and conducting extensive and exhaustive searches for required information. Knowledge of automated financial management and accounting systems, policies, procedures and practices which are used in accomplishing the activities financial management functions to meet prescribed requirements, develop solutions to problems, identify trends and to develop recommendations for future or applications; ability to plan and organize work, meet deadlines; interpret financial reports, schedules, and statements.
5. Skill in planning, coordinating, and executing financial and budgetary actions and associated automated records transactions; understanding AF and DoD automated financial and budgetary management and pay systems.
6. Ability to communicate effectively, both orally and in writing; understands and negotiates complex issues, and maintains harmonious to interpret policy, laws, regulations and procedures on financial management and policy to senior management, including those without a financial background.

CONDITIONS OF EMPLOYMENT CONTINUED:

  • The position is in a fast-paced, high-stress staff environment supporting SAFIAA, SAFIAAH, and a variety of elements within Headquarters USAF and supported Major and Combatant Commands. Individual will face daily high-priority requests from general officers and senior executives for papers, briefings, and evaluations, concerning politically sensitive or National Security related issues.
  • Position is designated special sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5 Investigation. A Statement of Understanding (SOU) identifying acknowledgment of the Security Accreditation and Certification must be signed.
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
  • The work is mainly sedentary and performed in an office atmosphere. However, there may be exposure to all kinds of weather, walking, standing, bending, and carrying of light items. No special physical demands are required to perform the work.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
