Duties

Help
  • Evaluative skills sufficient to analyze, interpret, and assess GAFS financial system operations, information, procedures, and practices to determine operational impact of proposed and actual new systems, system changes, modifications, and upgrades.
  • Working knowledge of system life cycle management in order to investigate and evaluate tools and methods for improving automated finance and accounting systems’ quality and productivity.
  • The employee keeps the supervisor informed of progress, significant problems, and actual or potentially controversial issues.
  • The employee uses judgment, initiative, and resourcefulness in interpreting and adapting guidelines to specific problems or situations.
  • Tests the audit trails for various transactions to determine the effect of operational issues related to accounting procedures.
  • Analyst prepares system documentation and input to assist technical personnel in improving or developing software in accordance with organizational needs and acceptable industry standards.
  • Incumbent assists in project evaluation efforts and monitors system changes to ensure proper coordination among all customer organizations.
  • Employee monitors ongoing areas within IT Accounting and related systems.
  • Employee leads operational reviews for both internal and external audit agencies
  • Incumbent analyzes system requirements to assess consistency, completeness, validity, reliability and impact on system integrity.

  • In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months.
  • Telework availability is limited and will only be provided on a rare case-by-case basis during situations where Agency Leadership has determined that telework serves a compelling DoD need.
  • Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level.

Qualifications

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: applying auditing principles, techniques, policies and regulations with the objective of improving the information technology control environment of GAFS or other AIS financial/accounting systems; identifying, documenting and recommending, improving systemic control environments of financial/accounting systems; conducting internal assessments of financial/accounting systems automated controls; identifying, documenting, recommending and implementing system improvements and corrective actions and preparing and executing software test plans and System Change Requests for financial/accounting system.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.   • Selections are subject to restrictions resulting from the DoD Program for Stability of Civilian Employment.
  • PPP Application Based Preference Eligibles (Military Reserve and National Guard technicians, Military Reserve and National Guard technicians receiving disability retirement, and Retained Grade employees) will receive priority consideration at the full performance level only.
  • A one year probationary or trial period may be required.
  • This position is Exempt from the Fair Labor Standards Act.
  • Travel requirement is Seldom.
  • This position is covered by a bargaining unit.
