Duties

Help
  • Oversight of contractor operations to determine whether they comply with wage and hour, equal employment opportunity, or other labor laws and regulations.
  • Regularly visit construction sites to monitor the performance of other construction representatives.
  • Observes and investigates all construction phases to ensure compliance with contract schedules, specifications and shop drawings; identify actual or potential problems and determine necessity for changes or remedial action.
  • Incumbent participates in design review conferences with Project Manager, Area Engineer, Resident Engineer, and design engineers/architects.
  • Attend pre-construction conferences to discuss and clarify principal construction features and inform contractors of requirements concerning construction scheduling/progress reporting, safety measures, wage/hour law observance, etc.
  • Review plans and specifications prior to contract advertisement to determine practicability from construction viewpoint, whether physical obstructions or other difficulties have been anticipated, and whether materials selected are readily available.
  • Perform the full range of field engineering, quality assurance, safety monitoring functions for highly complex Military Construction projects.
  • Serves as Contracting Officer’s Representative (COR) on assigned projects and ensures the Administrative Contracting OFFICER AND Contracting Officer are kept current on project status and issues by preparing reports and correspondence.
  • Mentor and train one or more junior Construction Representatives performing contract administration and Quality Assurance duties.
  • Incumbent is responsible for Quality Assurance, construction safety, contract payments, correspondence, submittals, inspections, modifications, schedule management, and other aspects of construction management.
  • Make on-the-spot decisions within authorities and implement a plan of action to avoid delays in construction, deviations from schedules and resolution of disputes over the acceptability of work.

  • Incumbent may be required to travel/perform Temporary Duty (TDY) up to 25% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for GS-11:
One year of specialized experience which includes: 1) Monitoring construction quality such as adherence to approved production schedule or proper installation of material components; AND 2) Performing all phases of construction management (i.e., document review and contract modifications). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).

Specialized Experience for GS-12:
One year of specialized experience which includes: 1) Monitoring construction quality such as adherence to approved production schedule or proper installation of material components; AND 2) Performing all phases of construction management (i.e., document review and contract modifications); AND 3) Reviewing plans and specifications of construction contracts to determine potential problems and solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
