Help

The Comptroller reports to the Chief Accounting and Finance Officer and leads the General Accounting operations division (TGA) within the Office of the Treasurer of the National Gallery of Art. TGA is responsible for the management, safekeeping, and integrity of the National Gallery’s financial assets and financial operations. Specific duties include

  • Leads the General Accounting Department (TGA), including approximately 10 employees. Serves as immediate supervisor for approximately 5 employees. Leads the recruitment, selection and training of TGA personnel to build a high performing team to carry out all accounting functions. Develops performance standards for subordinate supervisors and evaluates their performance on a regular basis. Establishes priorities and goals for the TGA staff.
  • Oversees and manages daily accounting operations related to federal and private transactions: Cash receipts, Accounts payable, Accounts receivable, Fixed assets, General ledger. Establishes, monitors, and enforces internal controls over financial operations. Manages month-end, quarter-end and year-end close process. Coordinates all activities associated with the accurate and timely recording and reporting of financial transactions. Oversees and manages time and attendance reporting and the timely and accurate processing of payroll.
  • Plans, develops and coordinates agency-wide accounting policy and guidance to ensure compliance with applicable federal Acts, OMB guidance, and federal accounting standards (FASAB). Reviews and coordinates the implementation of new and modified accounting rules and regulations issued by the Financial Accounting Standards Board, Treasury and General Accountability Office. 
  • Responsible for the operation and management of the Oracle Cloud Financial Management System, including accounts payable, accounts receivable, fixed assets, general ledger, projects, and other modules. Collaborates with Financial Management Systems team (TFMS) to support financial system implementations and upgrades, including requirements definition, testing, training, and postimplementation evaluation.
  • Responsible for leading the annual financial statement audit process and for reviewing/ submitting required financial reports using the FACTS I and Government Financial Reporting System. Partners closely with the Chief Budget and Planning Officer on budget issues, reporting, and identifying risks affecting financial operations.

Basic Requirements

  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    OR

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience Statement: Candidates must possess at least one year of specialized experience, equivalent in responsibility to the GS-14 level in the Federal service or private sector:

1) Demonstrating knowledge of accounting principles, understanding of federal appropriations law, and knowledge of federal financial management systems;

2) Overseeing a variety of functions such as accounting operations, financial reporting, disbursements, funds control, payment certifications and financial improvement and audit readiness initiatives;

AND

3) Experience supervising or leading an accounting operations team.

Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level.
