Duties

Help

At the full performance level, major duties include:

  • Develops automated analytical work products. Programs medium-sized automated business analysis and reporting applications and actively supports RMS development of broad-based automated applications.
  • Serves as a project manager/systems analyst responsible for all phases of the system development life cycle from project initiation (high level data/reporting requirements, system design concepts, software solution) through implementation.
  • Consults with RMS business analysts and end users to identify, clarify, prioritize, and document reporting requirements. Participates actively in and contributes to design discussions and reviews that result in development of functional requirements and specifications.
  • Serves as client Project Manager for RMS-led application development efforts related to Business Analysis and Decision Support (BADS) business analysis and reporting applications.
  • Develops analytical tools including economic modeling, forecasting, and job scheduling to support deployment of the division's human capital and management decision making regarding effectiveness and efficiency of business processes.
  • Provides capability to support consolidated management reporting across structured and non- structured data and trend reporting of structured management information.
  • Delivers parameter driven reports, charts, and graphs through the Intranet.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CG-13 To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-12 grade level or above in the Federal service. Specialized experience is defined as experience (1) creating management reports and analyses; (2) developing applications using Oracle Application Express (APEX), Visual Basics for Applications (VBA), or Microsoft Power Platform (MPP); and (3) completing data and statistical analyses by writing queries and creating reports using Tableau, WebFocus, or other reporting tools.                                                                 

CG-14 To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG-13 grade level or above in the Federal service. Specialized experience is defined as experience (1) querying financial regulatory data to create management reports and analyses; (2) developing and implementing business change requirements to multiple Oracle Application Express (APEX) applications using custom PL/SQL processes, stored procedures, and functions; and (3) completing data and statistical analyses by writing queries using Analytic Functions and creating reports using Tableau, WebFocus, Power BI, or other reporting tools.

Salary reflects a pay cap for this position of $257,500.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

If you are found qualified, you will be placed in one of three categories: Best Qualified, Highly Qualified, or Qualified. These category assignments are a measure of the degree in which your background and responses to the identified assessment match the competencies listed below. Within these categories, candidates eligible for veterans’ preference will receive selection priority over non-veterans.

The assessment includes a cut-off score based on the minimum level of required proficiency in these competencies. You must meet or exceed the cut-off score to be considered, however, CP/CPS veterans who achieve at least a 70 are eligible to move forward to the next assessment even if they do not meet the BQ cut score. You will not be considered for the position if you score below the cut-off score or fail to complete the assessment.
