Job Summary:

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 800 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

This position is located in the Immediate Office, Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). Within the Immediate Office, Business Continuity and Disaster Recovery (BC/DR) provides contingency planning and operations support, as well as improvements and enhancements to technical infrastructure, systems, information security, emergency communications, and business continuity capabilities of the House. This position serves as the Test, Training, and Exercise Senior Specialist.

Key responsibilities include development and maintenance of a comprehensive Test, Training, and Exercise (TT&E) program through technical writing and adjudication; attending staff-level exercise planning meetings and representing the CAO’s interests; producing briefing materials for senior management and briefing staff; leading or supporting execution of TT&E events. The incumbent should be able to design, develop, and deliver continuity tests, training, and exercises under the guidance and oversight of BC/DR leadership.

The position does not have day-to-day supervisory/managerial responsibilities.

Primary Duties/Responsibilities:

·       Maintains the CAO TT&E Program, including developing and maintaining the CAO TT&E Program Plan.

·       Attends CAO, House, Legislative Branch, and other TT&E working groups and coordination meetings, representing CAO’s interests, writing meeting summaries, and documenting action items.

·       Coordinates CAO’s role in House and Legislative Branch exercises by writing exercise plans, coordinating with CAO Business Units, delivering exercise briefings to CAO staff and leaders, and facilitating activities during execution of exercises.

·       Travels to alternate sites for exercise planning and execution, including coordinating with other government organizations or commercial entities for exercise venues.

·       Conducts quarterly contingency communication tests by coordinating with CAO, House, and Legislative Branch partners; ensures online testing platform is operational and test data is accurate; and delivers test results summary to the Communications Manager, Directors, and Chief Continuity Officer.

·       Develops, delivers, and tracks internal CAO continuity exercises and continuity training for the CAO workforce.

·       Authors After-Action Reports (AARs) for exercises, special events, and incidents; works with the BC/DR Continuity Readiness Manager to track the status of all action items; and coordinates BC/DR’s review of House and Legislative Branch AARs.

·       Deploys with the BC/DR team in support of real-world continuity activations and supports CAO in support of National Security Special Events (including but not limited to State of the Union Addresses, Presidential Inaugurations, and State Funerals.

·       Performs other official duties and special projects as assigned.

Qualifications

Qualifications:

Minimum Qualifications:

·       Bachelor’s degree in a relevant field

·       5-7 years of professional relevant experience

·       Possession of a valid driver’s license

Knowledge, Skill, and Ability (KSA) and Competency Requirements:

·       Knowledge of Test, Training, and Exercise design, development, delivery, and reporting.

·       Knowledge of Continuity of Operations, Business Continuity, and Continuity of Government principles.

·       Knowledge of and ability to work with Microsoft Office Suite, including Microsoft Visio and Teams. 

·       Knowledge of and ability to work with WebEOC.

·       Knowledge of the Legislative Process and the Legislative Environment.

·       Strong oral and written communications skills.

·       Ability to multitask and prioritize with minimum supervision.

·       Proven problem solver with strong enthusiasm for the mission.

Physical Requirements:

·       Must be willing to occasionally travel, potentially with limited notice, and perform contingency operations. This would include the ability to lift (up to 50 pounds) and load equipment.

Security Requirements:

·       This position requires that the applicant obtain and maintain an applicable U.S. Government Top Secret security clearance, which requires U.S. citizenship. We will not submit your application for a clearance unless you are a U.S. citizen.
