This position is located in the Air Traffic Organization, Management Services, People Services Directorate, Policy Oversight Group (AJG-P3). This Group is responsible for representing the ATO and for providing input to corporate Federal Aviation Administration organizations on matters related to policy and program implementation; organizational realignment and reorganization; performance mgmt; awards; records, directives and correspondence mgmt, and execution of special Agency-wide initiatives.

The Supervisory Management and Program Analyst is a Team Manager for one of the teams found within AJG-P3 and with detailed knowledge of a wide variety of broad, complex administrative program areas such as policy development, organizational development, directives management and correspondence. Applies detailed knowledge of management and program principles to lead and direct a geographically dispersed staff consisting of senior analysts responsible for leading and/or participate in cross-functional teams. Directs the work of subordinate employees and/or managers for multiple organizational units/projects/programs and across multiple functions and/or disciplines within a major subdivision. These teams are responsible for analyzing, developing and evaluating complex national programs and policies that directly impact the tactical and strategic objectives of Management Services and of the ATO. The Team Manager serves as the integration point for national organization efforts, and administrative and business policies across the ATO both at Headquarters and the Field. This work directly impacts the safe and efficient operation of the ATO.

The Team Manager applies a detailed knowledge of the technical aspects of the work directed and a thorough understanding of the principles of management and strategic planning to integrate the work of multiple projects to accomplish objectives. Possesses a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO, and the FAA. Develops and executes strategic plans, policies, and programs; communicates the organization's vision and objectives; sets priorities; assigns work to subordinates; coaches and develops employee and organizational capabilities; monitoring and evaluating performance of organizational units, managers, and employees; approves leave; and takes, recommends, or approves disciplinary and corrective actions that involve non-managerial subordinates. Approves personnel actions, such as selections and promotions, involving non-managerial employees. Actively promotes, supports, and participates in the FAA’s Equal Employment Opportunity and Diversity Program.

Uses detailed knowledge of budget policies and procedures to define, acquire and allocate staff, and other resources. Manages budget, allocating or reallocating resources among subordinates teams and requests for needed additional resources. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc) for a major organization. Leads and integrates the budget planning processes for all organizational units/projects/programs under his/her control, and projects both short-term and long-term future needs.

The Team Manager uses project/program management principles to creates actionable products that provide predictive and prescriptive metrics to enable informed management decisions. Uses data management tools, such as modeling techniques and data standardization processes to analyze and develop recommendations on complex policies, develop new procedures, and approaches to improve ATO administration and to adhere to FAA policies and Government-wide rules and regulations. Directs groups in conducting requirements interviews, analyzing documents, and drawing conclusions so that AJG/ATO senior leadership is able to develop clear business decisions.

The Team Manager oversees and directs the preparation of analytics and metric results for internal management review and decision making. Oversees the development of statistical charts and graphs to clearly articulate trends or to highlight information that leads to data driven decision making.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14/15 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as:

-Experience applying project/program management principles to create actionable products that provide predictive and prescriptive metrics to enable informed management decisions.

AND

-Experience using automated tools to track, extract data, and prepare detailed reports and trend analysis to management.
