As an OASIS+ Program Manager, you'll serve as a Team Leader and Subject Matter Expert of the OASIS+ program as well as a respected authority and provide consultative services.

Help

  • Provide key input to guideline development and/or implementation at the agency headquarters level and serve as a trusted advisor to top portfolio management, including the Commissioner and Assistant Commissioner.
  • Provide critical analysis of pressing issues and recommendations to management officials in formulating decisions regarding changing responsibilities or business needs, as well as in the design/development and evaluation of the ongoing and/or new program issues. 
  • Serve as a key liaison and engage with appropriate internal and external stakeholders and industry partners and acts as a change agent to encourage and drive specialized program goals, principles and practices throughout FAS and Government-wide.
  • Provide technical expertise to GSA personnel and provide assessments and input on problematic or potentially controversial situations which are extraordinary, unique or otherwise contentious in nature.
  • Provide leadership, expert assistance, and authoritative advice on the interpretation of governing agency guidelines, policies, legislation, and regulations related to the OASIS+ program.
  • Lead the team in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization and assess/advise team members on practices, procedures, and problem-solving.

Qualifications

The GS-14 salary range starts at $127,624 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is defined as experience planning, managing, or advising on programs and projects related to federal professional services, human capital acquisitions, and governmentwide contracting vehicles. Experience may include:

  • Managing the administration of Federal acquisition programs or multiple-award contract vehicles, including developing guidance, policies, or procedures to support program implementation and oversight.
  • Analyzing acquisition program performance data or operational metrics to evaluate program effectiveness, identify issues, and recommend improvements to program operations or policy implementation.
  • Leading or coordinating the work of teams or cross-functional program initiatives, including distributing work assignments, monitoring progress, facilitating collaboration with internal and external stakeholders, and ensuring timely completion of program objectives.
  • Interpreting and applying Federal acquisition laws, regulations, and policies (e.g., Federal Acquisition Regulation (FAR) and agency acquisition guidance) to resolve complex acquisition program issues and ensure compliance with Federal procurement requirements.
  • Providing technical advice and consultation to leadership, contracting activities, and other stakeholders regarding the use, implementation, or management of acquisition programs or professional services contracting strategies.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Knowledge of governmentwide acquisition program management principles, Federal acquisition laws and regulations, and agency policies sufficient to manage and provide technical guidance on the implementation and administration of large multi-agency contract programs.
  2. Skill in applying qualitative and/or quantitative analytical methods to evaluate program performance, identify improvement opportunities, and implement solutions that enhance program effectiveness.
  3. Ability to analyze program metrics with agency level guidelines, policies, legislation, and regulations to communicate identified issues, provide advice, collaborate with stakeholders and develop solutions that improve delivery and ensure overall satisfaction.
  4. Skill in oral communications to present sensitive recommendations to higher authority, to obtain compliance with policies from activities within the portfolio, to articulate positions of vast technical complexity and to represent the agency on task forces.
  5. Ability to lead and coordinate the work of a team by communicating assignments and priorities to ensure successful completion of program objectives.
