Major duties include, but are not limited to:

  • Responsible for marketing, business planning, external revenue generation, insurance functions, and overall health plan management in the rapidly changing present and future health care marketplace.
  • Works closely with the facility Director, Deputy Director, and Chief of Staff.
  • Establishes the mission, vision, and values for the Business Office consistent with the VAPORHCS's mission, vision and values and uses these established values and visions to make critical decisions, ensure required personnel, budget, space and equipment are provided, and to guide, coach, and influence the changes required to meet VAPORHCS, VISN 20, VACO, Joint Commission and VA mandates.
  • Develops and directs a formal orientation and employee workforce development and training program for the Business Office employees that will develop technically competent medical administration employees who support the functions of the professional staff.
  • Attracts and retains quality staff for medical administration services and ensures the staff participates in the development of goals and objectives and establishing policies, procedures, and the standard practices needed to ensure consistent quality care.
  • Maintains close liaison between clinical and administrative services, monitors programs, and reports service opportunities and resource requirements to appropriate management officials.
  • Ensures prompt and effective responses to patients, clinical and administrative staff, Service Organization Officers, congressional aides, management, etc.
  • Effectively anticipates problems, develops solutions, and formulates plans to meet workload demands, patient needs, and patient expectations.
  • Uses a systems approach to systems redesign/ engineering and takes measurements to assess progress and makes data driven decisions.
  • Responsible for the management, budgets, and oversight of the VA functions pertaining to Patient Eligibility, Patient Funds, Scheduling Call Center, Health Information Management, and Telephone Operators.
  • Identifies opportunities to reduce costs, eliminate waste, and ensure resources are used in the most cost effective manner.
  • Provides leadership, support, emphasis and focus for innovative learning for Business Office employees.
  • Directs several programs that perform technical and administrative work.
  • During Deputy Director absences, serves in an executive acting capacity for the VAPORHCS.
  • Plans and assigns work to subordinates based on priorities and capabilities.
  • Develops performance standards and evaluates performance of subordinates.
  • Ensures actions are consistent with the Union agreement, EEO principles, and safety policies.
  • Performs other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet time-in-grade requirements and specialized experience within 30 days of the closing date of this announcement, 04/07/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Directing major programs with multi-million dollar levels of annual resources and overseeing the planning, organizing, and staffing of an organization. Making critical decisions on personnel, budget, space, and equipment. Participating in strategic planning processes for highly technical and administratively complex programs. Managing the organizations budget and identifying ways to improve production, reduce costs, eliminate wastes, and ensuring resources are used in a cost effective manner. Briefing materials and preparing data driven information to make decisions and aid in negotiations. Developing and directing employee development training programs to ensure consistent quality care. Planning and assigning work to subordinates. Developing performance standards. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week.

Physical Requirements: The work required does not inherently include any physical requirements essential for successful job performance that could not otherwise be performed with accommodation or workplace adjustment. A pre-placement physical examination is not required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

VA Portland Health Care System (VAPORHCS) is a Level 1A major interdisciplinary teaching and quaternary facility with service-lines serving primary care, emergency medicine, medicine, surgery, specialty, psychiatry, physical medicine and rehabilitation, neurology, oncology, dentistry, geriatrics and extended care inpatients and outpatients throughout Oregon and Southwestern Washington. In addition to the two main divisions located in Portland, Oregon and Vancouver, Washington, VAPORHCS operates nine community-based outpatient/outreach clinics (CBOC) and is a consulting and referral center for many patient care specialties not offered at other VHA medical centers within VISN 20.
