Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serve as a Supervisory Firefighter at West Point.

This position is included under the provisions of Special Retirement Coverage (SRC) and may have both a maximum entry age and a mandatory retirement date.

Duties

Help
  • Serve as Station Chief in charge of a fire station and crew(s) for 2 shifts assigned to 24-hour tours of duty.
  • Assume immediate direction and control of operations at all types of emergency incidents until relieved by the Assistant Chief or Fire Chief.
  • Supervise 13 to 17 employees assigned to two (2) shifts comprised daily of 3 Lead Firefighters GS-8 and 10 to 15 Firefighters GS-7 level.
  • Direct, instruct and coordinate drills and other scheduled training for assigned crew members.
  • Assist in establishing and updating division policies and procedures.

  • This position requires the completion of pre-employment and periodic subsequent medical examination in accordance with DoDM 6055.06 to ensure continued, required level of physical health and ability or fitness to perform the duties of the position.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Must participate and pass all aspects of Fire and Emergency Services Division Wellness Program to include: a. Structured Physical Exercise Program b. Annual Physical Examination c. Annual Physical Performance Evaluation d. On-The-Spot Drug Screening
  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Position is subject to immediate recall with or without advanced notice.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes directing structural firefighting and rescue operations for a variety of emergencies, using concepts, principles, and theories of fire control and extinguish to mitigate an emergency, plans, distributes, coordinates, and monitors work assignments of others, administer basic life support care to victims on the scene of an emergency, enforce policies and procedures and directives related to fire and emergency responses methods and goals.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).

Selective Placement Factor: In addition to the specialized experience required to qualify for the GS-09 level you must also possess and maintain ALL the following Department of Defense (or reciprocal equivalent) certifications:

DOD Firefighter Certifications: Fire Officer II, Fire Instructor II, Fire Inspector I, Hazardous Materials Technician, and Hazardous Materials Incident Command.
Must maintain certification as a New York State EMT.

You MUST submit a copy of the above certifications certified through DoD Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (PRO-Board) (AND New York registered EMT Certification Card indicating a future expiration). If your application package does not contain proof of having these certificates, your application will be marked as incomplete, and you WILL NOT receive consideration for this position. Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
