Help

Duties include but are not limited to:

  • Exercises/maintains significant analytical and evaluative responsibilities in maintaining the databases within the MCA system. Utilizes several processing steps and validation tools to process, analyze, and report on MCA data. "Pushes" the data electronically through each MCA subsystem utilizing a myriad of processing and auditing steps/methods. Contacts various health care system subject matter experts in order to investigate and correct rejected items within the MCA system. Validates source dates/MCA data in VISTA. Continually looks for ways to improve this process and works with other MCA site team members to implement changes when necessary. The incumbent must be familiar with all DSS software subsystems, VA Conversion (VCNV), Account Level Budgeter (ALB), Department Cost Manager (DCM), Clinical Cost Manager (CCM) and Daily Cost Resource Profiler (DCR) and perform a myriad of interface building steps for each of these subsystems. This is a very complex process, requiring close attention to detail and continual process improvement. Incumbent audits and validates ALB, DCM, CCM, and DCR on a monthly basis.
  • The incumbent extracts cost and workload data from existing VHA clinical and financial computer data systems: Veterans Health Information Systems and Technology Architecture (VISTA), Patient Treatment File (PTF), Financial Management System (FMS), Personnel and Accounting Paid Integrated Data System (PAID), Consolidated Memorandum of Receipt (CMR), Event Capture, and Patient Care Encounters (PCE), etc. This data is integrated and manipulated in the MCA/DSS system, resulting in meaningful information to facilitate planning, budgeting, performance monitoring and quality assurance processes for genuine strategic management. The incumbent researches source systems and documents in order to verify the accuracy of MCA data and manually corrects rejected items by navigating through the various MCA subsystems within the MCA software to input the correct data. He or she reviews validation efforts across the numerous services in the health care system and with other MCA site team members in order to show them the impact that the data can have on the health care system. The incumbent builds and prepares reports using Microsoft Access, Word, Excel, Power Point, Pyramid, Power BI and SQL. Downloads files from the Internet, VSSC, VISTA, MCA system, Austin Automation Center, and the Corporate Data Warehouse and imports them into Microsoft Access databases for review, processing, and reporting.
  • MCA System Method/Procedure/Strategy Development 35 Percent Plays a significant role in devising the strategy necessary to maintain the MCA system for the Asheville VAHCS. Participates actively in the planning, establishment, and maintenance of MCA procedures and methods for the Asheville VAHCS. Coordinates work efforts with other VISN 6 MCA staff members in order to ensure the accurate and timely documentation and submission of data required to prevent problems with MCA functions. Acts as a liaison amongst the MCA site team and the Service Lines within the health care system which play a major role in the implementation and continuance of the MCA (e.g. OIT, Business Office, etc.). The incumbent must often interpret existing national guidance to accommodate changing initiatives reflecting the unique, complex mission of a highly affiliated tertiary care health care system and tailor the process to fit and accommodate Asheville VAHCS. The employee uses judgment in locating and selecting proper procedural and technical instructions and in performing those aspects of work not specifically prescribed. Incumbent devises the process specific to implementation or set-up within the Asheville VAHCS. Develops standardization handbooks; standard operating procedures, policies, and checklists to assist services and programs in achieving and maintaining MCA data. Coordinates data programming and cost analysis efforts of the MCA at the Medical Center to ensure the consistency and accuracy of data reported to the Network management and VACO MCA National Office.
  • Performs cost feasibility studies and special projects when requested and serves as a liaison to the health care system's services concerning the design of computer cost studies that are reflective of the individual Services' needs. Performs special studies involving budgets, staffing levels, data validation, etc. and formulates recommendations in connection with study findings on how to improve services. Makes recommendations to management officials concerning the potential actions to consider in resolving product and/or cost related problems.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/10/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below GS- 09/ GS-11:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizes several processing steps and validation tools to process, analyze, and report on data, researches source systems and documents to verify the accuracy of data, builds and prepares reports.
  • Education: To qualify based on education for GS-09 you must have successful completion of a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
GS-11:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: researches source systems and documents in order to verify the accuracy of data, performs validation and audit processes, prepares and conducts presentations concerning objectives to health care system personnel, coordinates data programming and cost analysis efforts, develops standardization handbooks; standard operating procedures, policies, and checklists to assist services and programs.
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work of this position is primarily sedentary. However, short periods of walking, standing, bending, and carrying of light items, such as papers and books, are required on an occasional basis. No special physical demands are required by the work of this position.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
