The Senior Leader for Financial Management serves as a non-supervisory, senior level technical advisor in the Office of the Chief Financial Officer (CFO), providing expertise for developing and promulgating accounting standards and controls for revenue and corporate accounting across the Internal Revenue Service (IRS).

As the Senior Leader for Financial Management your duties and responsibilities will be to:

  • Provide technical advice on the performance of accounting services for IRS, oversees development of IRS annual financial statements, and maintains financial systems for accounting and financial reporting and accounting integration for tax revenue receipt and refund activities and reporting unpaid assessments (taxes receivable). Represents and speaks on behalf of the CFO and Deputy CFO (DCFO), at conferences, events, and other external forums.
  • Serve as a principal advisor to the CFO, Deputy CFO, Office of the CFO executives and managers, financial system users, as well as representatives and/or officials from the Treasury Inspector General for Tax Administration, Department of the Treasury (Treasury), Government Accountability Office (GAO), and the Office of Management and Budget (OMB) in matters pertaining to accuracy, timeliness, and completeness of IRS transactions in accordance with generally accepted accounting principles of the federal government as established by the Federal Standards Accounting Advisory Board. Serves as a technical liaison with Treasury and GAO personnel regarding these organizations' principles, standards, practices, and functions.
  • Establish and ensure compliance with uniform accounting standards and controls for IRS-wide accounting operations. Advises on short and long-range program policies and strategies for accounting functions and processes by which the CFO oversees accounting of revenues, refundable credits, refunds, and unpaid assessments.
    Coordinates revenue and corporate accounting activities to ensure compliance with CFO Act requirements and other IRS financial management activities. Monitors new legislation and emerging technical issues affecting IRS accounting transactions.
  • Oversee preparation of the IRS Financial Report and related internal and external financial reporting, ensuring program objectives and methods are met. Serves as the principal expert on complex accounting matters and works with GAO on matters affecting the financial statement audit. Formulates short and long-range program policies, strategies, and objectives for implementation of accounting program areas. Establishes internal operational and technical standards, procedures, practices, and controls for assigned program areas.
  • Evaluate and monitor IRS administrative and custodial financial system requirements for compliance with accounting standards, controls and requirements, including those contained in the CFO Act, GAO Policy and Procedures Manual for Guidance of Federal Agencies, the Digital Accountability and Transparency Act, and applicable statutes, including the Federal Managers' Financial Integrity Act, Federal Accounting Standards Advisory Board, and OMB and Treasury requirements.

  • Complete verification of identity and employment eligibility as required by Federal law for all persons hired to work in the United States. The IRS participates in e-Verify (Employment Verification) and may provide information from your Form I-9 to the Social Security Administration (SSA) and/or the Department of Homeland Security (DHS) to secure a work authorization. You will receive written instructions and contact information for SSA and DHS if this information cannot be confirmed.
  • File a Confidential Financial Disclosure Report (sf278) within 30 days of appointment and annually.
  • Disclose Political Appointments.
  • A valid certified public accountant license as issued by a state, U.S. Commonwealth, U.S. territory, the District of Columbia, Commonwealth of Puerto Rico, or educational equivalent.
  • Meet all qualification requirements by the closing date of this announcement.

Qualifications

You must meet the following requirements by the closing date of this announcement.

As a basic requirement, applicants must demonstrate progressively responsible experience directly related to the knowledge, skills and abilities outlined under Mandatory Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent, with state or local government, the private sector, or nongovernmental organizations. You must demonstrate in your application, significant achievements, increasing levels of responsibility, and a solid record of successful professional performance.

In addition:
To be minimally qualified for this position, you must meet the following basic requirements: EDUCATION: A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Mandatory Technical Qualifications (TQs):

In addition to specialized experience, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position.   1. Financial Management - Demonstrated experience and ability to lead complex financial management programs and activities to include developing financial management and accounting policies, financial statement preparation, managing audits and corrective action plans and implementing major complex financial management systems.
  2. Financial Analysis - Extensive knowledge of financial analysis theories, techniques, and practices. Skill in applying this knowledge to manage and oversee frequent and extensive revisions of financial plans, programs, and operations.
