The positions are located in the Human Resources Division (HRD). The HRD provides comprehensive human resource services to the agencies of the Marketing and Regulatory Programs (MRP) mission area. One position oversees the Talent Acquisition and Staffing Center (TASC) and the other position oversees the Employee Management Services Directorate (EMSD).

Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Directs human resources (HR) programs for the mission area including developing innovative approaches or solutions to a variety of HR technical matters and complex situations.
  • Provides technical guidance and consultation to agency leadership as well as leading systemic change and implementation of best practices.
  • Develops and delivers briefings to MRP and USDA senior leadership on complex technical matters, regulatory requirements, HR procedures, and sensitive items requiring awareness and/or action.
  • Coordinates with HR leadership, subordinate supervisors, and agency managers on approaches to address critical HR matters (e.g., employee conduct and/or performance, recruitment and hiring challenges).
  • Assigns and reviews work of staff to ensure timely performance against established standards of service, identifies training and development needs of staff, and addresses situations timely when performance standards are not met.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Establishing direction and conducting oversight of a comprehensive Human Resources Management Program, with special emphasis and demonstrated expertise in either recruitment and placement (e.g., staffing, HR Policy and HR systems) or employee and management services (e.g., employee relations, labor relations, administrative/conduct investigations, litigation, workplace collaborative resolution and employee wellness).
  • Coordinating projects, provides expert advice and technical guidance, implement comprehensive changes, updates policies and procedures, and resolve sensitive and potentially controversial situations.
  • Analyzing and resolving a variety of organizational or personnel challenges many of which require a high level of judgment and sensitivity.
  • Assuring accountability and promoting positive results through data-driven and results-oriented measurements of individual and organizational performance.

Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100.
  • First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected.
  • Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee.
  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection. Selected applicant will remain in their current official duty station location.
  • This is a temporary promotion not to exceed 1 year, but may be extended up to 5 years total. The selectee will return to their former position of record or like position (same, grade, full performance level and location), after completion of the temporary appointment. This temporary promotion may be made permanent without further competition.
