Serves as a managing attorney within the Office of the Chief Counsel, Regulations Division (AGC-200), responsible for overseeing an extensive and diverse array of regulations matters that are of critical importance to the agency and the National Airspace System (NAS).
Provides oversight and expert legal advice, interpretations, opinions, and solutions, regarding all aspects of regulatory law. Directs and oversees staff attorneys who are responsible for an array of regulatory matters pertaining to airworthiness, air traffic procedures and airspace, airman certification, operations law, commercial space matters, rulemaking, licensing of commercial launches and reentries and the licensing of launch and reentry sites.
Directs the planning, policy development, and execution of regulatory legal programs, including: developing and executing legal aspects of the FAA regulatory program; rendering opinions and interpretations of FAA regulations; drafting regulations; reviewing agency policy; ensuring that agency rulemaking policies are consistent with government statutes, executive orders, and Department of Transportation policies; and developing procedures for processing rulemaking actions. lnterprets statutory requirements; reviews and evaluates legal aspects of petitions for rulemaking, exemptions. or waivers; reviews agency directives, advisory circulars, handbooks, and manuals for consistency with pertinent regulations; drafts and/or reviews written, relevant statutes and agency rules for use within the agency and by members of the public; reviews administrative opinions issued by agency office and service heads as guidance for their field personnel. As necessary, reviews interpretations, memoranda, and legal documents issued by regional attorneys. Represents the agency and the Chief Counsel in meetings as necessary.
Provides support as needed on regulatory matters impacting international obligations and cooperation. Drafts and reviews legal opinions and interpretations on relevant statutes and agency rules for use within the agency and by members of the public. Briefs senior leadership on emerging legal issues related to regulation law matters.
Managerial duties include but are not limited to: assigning work; reviewing the work-product of other attorneys; exercising quality control, providing technical legal guidance and training to staff attorneys; monitoring and evaluating performance; initiating disciplinary action; ensuring staff are trained and developed; and making authoritative recommendations to higher level managers for other substantive personnel actions (such as selections and promotions). Duties further include: developing and executing plans; setting priorities and performance metrics; approving leave; taking, recommending or approving corrective/disciplinary actions; as appropriate; defining and organizing staff and work so as to accomplish objectives and meet performance measures; and identifying and evaluating opportunities for operational efficiencies and/or cost savings.
Defines, plans, and organizes or assists in defining, planning, and organizing assigned budget, staff, and other resources to accomplish objectives. Requests additional resources if needed. Identifies opportunities for cost savings and operational efficiencies for the organization as directed. Implements policy decisions of higher-level officials.
Applies an expert knowledge of the work of the organization. Deals with the most complex legal matters within the organization directed. Is actively involved in both long-term and immediate operations of the organization, assisting and guiding subordinates as needed. Shares responsibility with higher-level managers for developing and executing plans, policies, procedures, and programs.

Requirement for Managerial Probationary Period: Unless previously completed, selectee must satisfactorily complete a 1-year probationary period to remain in this managerial position.
Qualifications
To qualify for this position, ALL applicants MUST meet the following criteria:
(1) have a JD Degree from an accredited law school; and
(2) be admitted to practice before the bar of any U.S. jurisdiction or within the District of Columbia and the Commonwealth of Puerto Rico; and
(3) be an active member of that bar; and
(4) at least one full year of specialized experience in the work performed at the next lower grade level (FV-J/K or GS-14/15) for this occupational series. The specialized experience for this position is defined as:
Experience providing legal counsel and advice on regulatory law matters;and
Experience directing and managing legal policy documents, plans, programs, policies, or projects to advise and counsel executives, senior managers or senior policy makers in a legal or professional environment.
