Duties

Help
  • Serve as Construction Control Representative with project lead and Contracting Officer Representative responsibilities for job site construction control of contract work.
  • Monitor field engineering projects, construction inspection and/or construction management duties involving the erection of a new structure, the installation of equipment and systems.
  • Manage the alteration or major repair of an existing structure and other contract types to include supplies and services.
  • Formulates and presents findings, briefings, project papers, status reports, and correspondence for dissemination to leadership.
  • As a team leader, incumbent ensures that the organizations strategic plan, mission, vision and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans and work products and services.
  • Conducts technical field surveillance in planning, coordinating, inspecting, and reviewing of large and small contract construction projects.
  • Responsible for mentoring, training, developing, and leading lower grade Construction Control Representatives, Construction Inspectors, and Collateral Duty Safety Officers (CDSO’s) in all facets of construction operations.
  • Providing oversite to subordinate Contracting Officer’s Representative’s (COR), pertaining to their duties in accordance with the Quality Assurance Surveillance Program.
  • Serve as a Lead Construction Control Representative and may perform duties located in Adelphi, MD at the Adelphi Laboratory Center (ALC).

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • The employee must possess or have the ability to possess certification as Contracting Officer Representative (COR).
  • This position may require the use of protective clothing or equipment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. I have one year of specialized experience equivalent to the GS-12 grade level in the Federal Service which includes: 1) Reviewing plans and specifications during planning and design stages; 2) Experience in identifying changes such as delays, field condition weather conditions which may require a contract modification 3) Exercise surveillance over contract construction projects. (4) Lead safety meetings and provide training for lower grade CORs. (5) Ensure contractor quality control compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
