This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Functions as a senior journey level Contract Specialist with primary responsibility for performing the most complex high dollar value contracts in support of the District's Military, Civil and Work-for-Others Programs.

Help
  • Analyzes procurement directives to determine method of contracting (negotiated, cost reimbursement); supports special programs, (8A, competitive, sole source and Hub Zones).
  • Prepares solicitation/amendment documents incorporating provisions such as cost accounting standards, cost or pricing data, special testing or contractor qualification requirements, Government Furnished Property, and payment provisions as required.
  • Performs contract management during the post-award contract phase of the procurement cycle on assigned contracts to assume timely receipt of all contractual deliverables.
  • Advises and assists the Contracting Officer and other Government personnel on the contractor compliance with contract requirements and recommends alternatives available for effecting corrective actions.
  • Analyzes proposals/bids for compliance with the solicitation.
  • Participates in source selection evaluation boards.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The DoD is adopting a single level of certification with foundational training and an examination (DoD Contracting Professional Certification Program). You must obtain this certification within 36 months.
  • This is an Army Acquisition, Technology, and Logistics (ATandL) Workforce position in the career field of Contracting.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Must be able to obtain and maintain a Secret Clearance for the Seattle, WA location.
  • Must be warranted at the $50m level in order to carry out the duties of a Contracting Officer (KO) within 12 months for the Seattle, WA location.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.


Minimum Qualifications for the GS-12:
Specialized Experience: One year of specialized experience which includes experience which includes performing pre-award AND post award functions including FOUR of the following: negotiation, price analysis, acquisition strategy, contract administration, customer service, market research, and contract closeout. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
