Duties

Help
  • You will plan, design, and carry out programs, projects, studies for the analysis and evaluation of the effectiveness of programs and operations or the productivity and efficiency of management processes in assigned area to meet activity needs.
  • You will analyze, evaluate and integrate technical and non-technical data from multiple sources to assess the relevance and significance of developments in his/her assigned area.
  • You will maintain liaison with high-level professionals at other government agencies to provide or obtain information on non-routine problems.
  • You will participate as an expert representative of the activity on panels and committees with commitment authority in his/her assigned area.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require a 2-year DCIPS trial period requirement.
  • This position may be subject to polygraph examination.

Qualifications

Your resume must demonstrate at least one year of specialized experience at the next lower grade level GS/GG-13. Specialized experience must demonstrate the following such as:

1. Expert knowledge of budget formulation, programming, and budget execution processes for IC programs, a defense agency, or a military service.
2. Superior Ability to apply analytic and diagnostic techniques, conduct independent research, and synthesize data to resolve complex budgetary problems.
3. Exceptional Communication Skills (both oral and written) to produce clear, logical, and concise recommendations.
4. Deep Understanding of the IC, DoD, Office of Management and Budget (OMB), and Congressional budget processes.
5. Progressively Responsible Experience in Resource Management or Financial Management within a DoD, IC, or other Government agency.
