Duties

Help

  • Serves as a senior program manager and recognized technical authority, providing leadership, and direction for the RAWS maintenance program.
  • Exercises supervisory personnel management responsibilities.
  • Serves as the senior technical authority and expert consultant for RAWS equipment, with responsibility for directing projects of national significance and exceptional complexity, where recommendations and decisions are considered technically authoritative and are normally accepted without significant change.
  • Serves as the organization's authoritative representative and lead negotiator in dealings with senior management and technical experts at national-level organizations, including HQ USAF, HQ AFRC, AFFSA, DHS, and the FAA, with the purpose to influence, persuade, and negotiate acceptance of the organization's program goals and objectives.
  • Serves as the principal authority and program manager for the organization's comprehensive safety and environmental compliance portfolio, providing expert interpretation of the USAF Mishap Prevention Program, National Fire Protection Association (NFPA) standards, and other federal regulations, translating them into actionable, agency-wide policies and directives.

  • This position is subject to provisions of the DoD Priority Placement Program. Leave accrual may be authorized upon request.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license may be required for the position. The work requires the employee to be qualified for flight line driving. Use of both arms and legs is required.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours. May be subject to emergency calls and call back to work 24 hours a day, 7 days a week.
  • Employee must be certified and maintain certification in accordance with U.S. Air Force guidance. Requires recurring training to update knowledge of systems and procedures; and knowledge of procedures for storage and handling of hazardous materials.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the AirForce Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Must be able to distinguish colors and shades of colors. Potential exists for injuries such as electric shock, cuts and bruises, as well as burns caused by electrical or RF energy and soldering equipment.
  • Subject to high levels of stress in order to ensure technicians meet demands for returning equipment to service (public safety) and for meeting requirements and demands of FAA flight inspections. Requires CPR certification.
  • Requires annual occupational exam and the wear of prescribed aural protection device. Outdoor work is sometimes performed in inclement weather or limited light conditions.
  • Indoor and outdoor work at equipment sites requires frequent walking, kneeling, bending, prolonged standing, working in strained and uncomfortable positions, and lifting/carrying moderate (15-44 lbs.).
  • Must be able to obtain and maintain a Secret Security clearance. This position requires a physical/medical examination. Climbing of towers and ladders while using safety-climbing devices is required.
  • Must meet certification requirements found in the RAWS Career Field Education and Training Plan. Must maintain proficiency certification (annually), and subject to validation of training certifications via the Quality Assurance evaluation program.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This position is Emergency-Essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated (CONT.)
  • alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
  • "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience of technical expertise, supervision and management of the RAWS work center to ensure continuous operation of the ground radar and weather automation systems in support of the Air Traffic Control Tower, Radar Approach Control Facilities, and Base Weather, which is an integral part of the National Airspace System (NAS) and the National Weather Service. Extensive experience and skill in applying: a wide range of concepts, practices, regulations, policies, and precedents; analytical and diagnostic techniques; qualitative and quantitative techniques; techniques for developing new or modified work methods, approaches, or procedures; and related emerging practices and methods sufficient to: provide comprehensive management advisory and technical services on substantive functions and practices; develop innovative methods, approaches, or procedures; identify, evaluate, and recommend appropriate solutions to resolve complex interrelated problems and issues; and formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of a wide range of electronic principles and practices, operating parameters, capabilities, and limitations of electronic systems associated with air traffic control and weather equipment; and of systems and component design, capabilities, configurations, limitations, and functional operation; and of various types of electronics logic.
2. Skill to modify standard procedures, adapt equipment or techniques, and make departures from previous approaches to solve technical problems or improve system performance for highly complex electronic systems; to trace electronics logic from one system to another; and to establish and maintain effective working relationships to represent the organization in a professional manner.
3. Expert knowledge of the principles of planning, program management, and standard acquisition regulations, practices, and procedures.
4. Expert knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization.
6. Ability to research, evaluate, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions.
7. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies.
8. Ability to use computer terminals to enter and extract data to maintain records and document actions. Knowledge of computer operating systems programs, e.g. Unix, Linux, Sun Solaris; network types; network topologies; transport devices e.g. hubs, routers, switches; and data communications equipment.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
