  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
  • Support of program management and/or animal health information systems, including information gathering and data collection; data verification, tracking, coding, and entry; and document review and literature searches.
  • Observing and/or performing testing and identification activities for programs designed to manage disease in various livestock commodities such as cattle, swine, and cervids.
  • Drawing blood samples for laboratory testing and brands reactor animals.
  • Conducting elementary statistical, quantitative, or qualitative analysis.
  • Assisting veterinarians and laboratory support personnel in a variety of routine duties relative to animal disease control and eradication.
  • Attaching numbered tags to tested animals ears and recording tag numbers and animal descriptions on blood test record forms.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including selective placement factor and education, as defined below.

ELIGIBILITY: Students who are currently enrolled or accepted for enrollment on at least a half-time basis at a qualifying educational institution in a certificate, degree, or diploma program.

SELECTIVE PLACEMENT FACTOR: Students must be actively applying to or enrolled in a degree-seeking Doctor of Veterinary Medicine (DVM) program within the United States to obtain a doctorate in veterinary medicine OR students must be in their final year of a master's program in a field of study related to veterinary medicine (e.g. pursuit of a master's in public health with the intention of continuing on to a veterinary school). Student MUST show proof of being enrolled or seeking enrollment for a doctorate in veterinary medicine degree at an accredited veterinary school or college (DVM program) within the United States for the upcoming academic term or semester.

EDUCATION:
GS-7: Completion of 1 full academic year of graduate level education (18 semester hours, 27 quarter hours or equivalent) or eligibility under the Superior Academic Achievement provision; to qualify based on superior academic achievement you must have completed the requirements for a bachelor's degree from an accredited institution AND must meet certain GPA requirements.

Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND 1) have a class standing in the upper third of the graduating class, 2) membership in a national scholastic honor society (excluding Freshman honor societies), or 3) must meet certain GPA requirements. GPA requirements: 3.0 or higher out of a possible 4.0 as recorded on official transcripts or as computed based on 4 years of education, or courses completed during the final 2 year of the curriculum; OR 3.5 or higher out of a possible 4.0 based on the average of the required course completed in the major field or courses completed during the final 2 years of the curriculum (GPA will be rounded to one decimal place, e.g., 2.95 rounds to 3.0 and 2.94 rounds to 2.9).

GS-9: Completion of 2 academic years of graduate level education, or a master's degree or equivalent graduate degree.

Education

Upon graduation, you must meet the following education requirement to be eligible for conversion to a position in the 0701 series: Veterinary Medical Officer (VMO), GS-0701 series:

  • Doctor of Veterinary Medicine (DVM) or equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school or college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA). The AVMA web site, http://www.avma.org , has a listing of all AVMA-accredited veterinary medical schools.

What Does the Saul T. Wilson, Jr. Internship Program Offer You?
The Saul T. Wilson, Jr. Internship Program is designed to recruit students enrolled in veterinary medicine to Veterinary Services critical positions.

The internship program provides financial assistance for the student up to a maximum of $20,000 per year for undergraduate studies and $40,000 per year for graduate level to the student's institution for tuition, books, tutors, laboratory fees.

Employment while attending school: A minimum of 480 hours of paid employment during the course of your Internship for Pathways work requirements. The work requirements must be completed prior to, or concurrent with, the completion of Saul T. Wilson, Jr. Internship educational requirements, to be considered for possible conversion, without further competition, to a permanent appointment with APHIS upon successful completion of degree, training, and other work requirements.

Upon completing Pathways educational, training and work experience requirements, and within 180 days of meeting Doctor of Veterinary Medicine (DVM) degree requirements, internship students may be converted to career or career-conditional appointment in the target permanent position as a Veterinary Medical Officer. Students agree to provide one (1) year of service for each school year of financial support received by the Saul T. Wilson, Jr. Internship Program.

This Internship confers eligibility for a noncompetitive conversion to a permanent Veterinary Medical Officer, GS-0701, position with promotion potential to at least the GS-12 level contingent upon meeting all applicable Internship Program requirements and the needs of the agency. Appointment to the GS-13 level may be considered if completion of Ph.D. degree in a Veterinary Medicine specialty.

You will be considered for conversion to a permanent position upon the successful completion of your Internship. However, please note that eligibility for conversion does not guarantee the agency will opt for conversion.

  • Promotion Potential: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed.
  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.

  • Housing and travel expenses will not be paid.
  • If selected, official transcripts will be required prior to entrance on duty. Proof of enrollment or acceptance for the upcoming academic term or semester will also be required unless graduating in the current semester.
  • A Pathways Participant Agreement will be required if you are selected for a position. The agreement must be signed by all applicable parties prior to entrance on duty.
  • Student Interns must continue to meet the Pathways Program requirements throughout the duration of the appointment. Incumbents will be required to provide proof of continued enrollment and good standing each semester or grading period throughout the internship program. Failure to do so will result in termination of the appointment.
