Duties

Help

As a/an Senior Advisor, you will:

  • Manage Enforcement, Compliance, and Analysis (ECA) processes for administering sanctions programs, assisting U.S. persons to comply with their obligations under U.S. laws and regulations through compliance outreach and sanctions violations investigations.
  • Ensure ECA processes enable sanctions programs to be developed, interpreted, and implemented in a manner consistent with pertinent legislation, foreign policy, national strategies, regulations, and OFAC strategic objectives
  • Monitor ECA procedures and operations with a view towards automating and streamlining tasks and leveraging available technology to better accomplish ECA's mission and address the division's priorities.
  • Direct and supervise administrative work within ECA
  • Represent OFAC in liaising with embassy officers, foreign government representatives, congressional staff, as well as members of the banking, regulatory and commercial communities in both public and private settings, including large and small industry conferences.
  • Establishes, coordinates, and maintains contact with officials across OFAC and in other agencies to set up and maintain effective working relationships, exchange information, and provide technical advice on OFAC-related regulations.

  • All newly appointed employees to the competitive (or excepted) service are subject to a probationary (or trial) period.   • A one-year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • All new hires will be required to comply with federal ethics laws. A review of financial or other interests may be conducted to determine if they create any real or apparent conflict of interests with official Treasury duties.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
  • Undergo an income tax verification

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE:For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:

-Liaising with representatives of the regulated financial community as well as federal, state, or foreign government officials, including senior officials;
AND
- Experience with U.S. economic sanctions and embargo programs including relevant sections of the Code of Federal Regulations, Executive Orders, and sanctions legislation;
AND
- Experience with banking operations, correspondent banking, and interdiction software as well as strategies and methods for complying with U.S. sanctions in the regulated financial community;
AND
- Applying regulations or related laws concerning economic sanctions to provide practical guidance;
AND
- Experience with Structured Query Language (SQL), Extensible Markup Language (XML), Excel, database management, complex data analysis, and project management.


The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé.

TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
