JOB SUMMARY: The primary purpose of this position is to perform maintenance, to analyze malfunctions, troubleshoot, repair, install, maintain, test, inspect, and modify the electrical systems on Army National Guard helicopters. The organizational location of this position is: The AVCRAD an industrial facility that provides sustainment base maintenance in support of regional Army National Guard(ARNG) Aviation assets and supports field maintenance in accordance with ARNG Aviation priorities. The AVCRAD maintenance activities ensure aircraft of the region are ready and available to support Federal and State missions. In addition, the AVCRAD performs National Maintenance Program (NMP)repair of rotary wing aircraft and components, limited depot airframe repair, aircraft painting, major airframe repair, depot-level component repair, and component repair and management, as directed by Army Materiel Command (AMC), and prioritized by the National Guard Bureau (NGB).

NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.

The major duties include, but are not limited to:

  • Functionally tests, troubleshoots, inspects, adjust, aligns, calibrates, repairs and overhauls the entire range of aircraft electrical systems to insure maximum operating efficiency.
  • Selects, operates, maintains, and repairs specialized electrical measuring and shop equipment such as: multimeters, vacuum tube voltmeters, tube testers, oscilloscopes, insulation testers, vary drives, magneto test stands, and electrical equipment test stands.
  • Solves unusual maintenance problems by studying layout drawings, blueprints, wiring diagrams and schematics.
  • Guides lower-level mechanics in performance of tasks.
  • Calibrates and adjusts amplifiers, control boxes, and other equipment to vary voltage, resistance, frequency, load and other variables to analyze constructional and operating characteristics of electrical shop equipment and testers.

WORKING CONDITIONS: Works inside and outside, in inclement weather, on icy, wet and slippery ramps, aircraft surfaces and work stands. Subject to the dangers from exposure to toxic fumes, high pressure air and fluids, fast actuating metal aircraft surfaces such as landing gears, speed brakes, missile doors, and flaps, and electrical shocks. Subject to the hazards of engine suction, noise, fumes, heat, blast, and rotating propellers and rotors. Working conditions equate to WG-08 of the cited reference. The working conditions are the same for the WG-08 and WG-10 in the standard.

PHYSICAL EFFORT: Physical efforts involve climbing, stooping, standing, bending, stretching, and working in tiring and uncomfortable positions, Lifts equipment and components weighing from 20 to 50 pounds, and occasionally lifts and carries items weighing over 50 pounds. Physical effort equates to WG-08 of the cited reference. The physical effort is the same for the WG-08 and WG-10 in the standard.

  • Incumbent is required to serve a 2-year trial/probationary period.

Qualifications

GENERAL EXPERIENCE: Experience or training which has provided a knowledge and skill in locating and tying in the electrical systems with the aircraft armament, electronics, and instrument systems; adjusting and calibrating the components of the various electrical systems; reading and interpreting blueprints, wiring diagrams and schematics.

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 6, 12 or 18 months of specialized experience in the following:

WG-05 REQUIRES 6 MONTHS:

  • Experience or training which demonstrates the ability to learn procedures used in repairing aircraft electrical systems.
  • Experience which demonstrates the ability to recognize simple malfunctions.
  • Experience in the use of common hand tools to perform simple tasks.
WG-08 REQUIRES 12 MONTHS:
  • Experience or training in installing, maintaining and repairing aircraft electrical systems.
  • Experience which demonstrates the ability to diagnose and determine repairs.
  • Experience in the use of common hand tools and measuring equipment.
  • Experience which provided ability to lay out, set up and perform operations dependent on electrical and electronic theory and instruments.
WG-10 REQUIRES 18 MONTHS:
  • Experience or training installing, maintaining, repairing and modifying electrical systems and major substation components of electrical system.
  • Experience diagnosing malfunctions and determining remedy when complex relationships exists among different electrical system circuits requiring knowledge of all electrical units and systems.
  • Experience making electrical repairs that require the use of precision measuring equipment and common hand tools.
  • Experience in the setup and operation of computerized multiple circuit analyzing equipment in manual, semiautomatic, or automatic mode to run existing and new (not fully debugged) diagnostic programs to test and analyze aircraft electrical circuitry and interconnecting cabling of systems such as navigational computers, radar, and related equipment and to repair discrepancies.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of and skill in repairing, inspecting, and overhauling aircraft electrical systems.
  • Ability to troubleshoot more complex malfunctions when unusually thorough knowledge is required.
  • Skill in using hand tools and measuring equipment.
  • Ability to read and interpret circuit diagrams, electrical blueprints, schematics and ability to identify components and symbols.
  • Knowledge of electrical and electronic theory and instruments.

COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

MILITARY GRADE (Prior to Appointment): Enlisted: E-3 through E-6
UNIT OF ASSIGNMENT: Any aviation unit within the state

SPECIAL REQUIREMENTS: This position is covered by the medical monitoring program. Individual selected must undergo a preemployment physical examination prior to appointment. This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

STATEMENT OF DIFFERENCE: Individual selected at a lower level will be issued a Statement of Difference. Predicated upon qualifications, individual could be hired at the WG-10 grade. An individual selected for this position at the lower grade will progressively be advanced to WG-10 upon achievement of required qualifications without further competition.

CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.

CONDITION OF EMPLOYMENT: You will be required to serve a 2-year trial period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:

- your performance and conduct;
- the needs and interests of the agency;
- whether your continued employment would advance organizational goals of the agency or the Government; and
- whether your continued employment would advance the efficiency of the Federal service.

Upon completion of your trial periodyour employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

No substitution of education for specialized experience.

Additional information

Primary Change of Station (PCS) relocation expenses will NOT be paid.

For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies:

Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
