Duties

Help

The primary purpose of this position is to manage the planning, programming, and real property responsibilities for ARNG facilities engineering and management programs.

  • Serves as a principal advisor and action officer to the CFMO on all proposed ARNG construction, maintenance, and facilities management plans within the state.
  • Serves as a principal advisor and action officer for all ARNG construction, maintenance/ repair, and facilities management programs within the state.
  • Receives, verifies, and coordinates approval of all ARNG initial requests for construction and maintenance/repair projects.
  • Oversees management of all ARNG real property.
  • Responsible for the acquisition, management, and termination of real property interests; maintenance of real property accountability, the Facility Inventory and Stationing Plan (FISP), Army Stationing and Inventory Plan (ASIP), other real property inventory.
  • Oversees development, maintenance and update of ARNG Energy Programs.
  • Interprets economic impact of energy laws and policies, recommends new technology/equipment, and advises staff of impact.
  • Executes functions in the absence of the CFMO.
  • Coordinates with state Geographic Information Officer (GIO) for the establishment and development of an Enterprise Geographic Information System (EGIS) for the FMO for use in planning and installation management.
  • Administers, plans, coordinates, and directs the activities of subordinate personnel.

  • This is an excepted service position that requires membership in a compatible military assignment in the ND National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the ND National Guard must be eligible for immediate membership and employment in the ND National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.
  • You must be able to obtain and maintain a secret security clearance.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

QUALITY OF EXPERIENCE
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.

GENERAL EXPERIENCE: Applicant mustpossess experience, education, or training which has provided the skill in reading engineering drawings and specifications, using test instruments, making computations, keeping records, and using automation systems.

SPECIALIZED EXPERIENCE: Applicant must possess one year of specialized experience at the GS 11 grade level which includes: 1) Applying principles, concepts, and methods of facility, or service operations sufficient in planning assignments; 2) Experience in determination of resource needs, allocation of resources, and budgeting/funding needs; 3) Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems.
