The incumbent will engage in academic detailing outreach visits on campaigns identified within the VISN and by national Academic Detailing Services.

  • Manages their assigned AD program(s) requiring coordination of multiple locations such as medical center care facilities, CBOCs, rural health, etc.
  • Reports on the success of the program, including improved quality assurance metrics, areas of improvement and lessons learned.
  • Seeks feedback and willing to adapt and modify priorities in line with local needs.
  • Sets and meets priorities, attends identified priority meetings, follows through on commitments, safeguards information, organizes and uses time and resources to achieve desired results.
  • Through clinician relationships, institutional knowledge, and critical thinking skills, the AD recognizes detailing opportunities and promotes implementation of new or improved programs/tools/methods for communication that would be considered innovative/forward thinking.
  • Operationalizes academic detailing campaigns as assigned. This includes but is not limited to environmental assessment, stakeholder engagement, module preparation/upskilling, in-service/socialization, process improvement strategies, outreach visits, and evaluation. These outreach and supportive activities need to support campaign implementation and promote key initiatives that are assigned.
  • The incumbent is expected to evaluate their progress for each campaign, working with the AD program lead to set campaign metric goals for assigned facilities (or VISN).
  • Conducts strategically scheduled Academic Detailing outreach visits with clinicians and other members of the healthcare team for National, VISN and/or local Academic Detailing initiatives. Both one-on-one and small group meetings will be used to facilitate discussions. Detailer provides a quality-oriented approach that helps clinicians make appropriate clinical decisions, ideally based on the best available safety, efficacy, and value-based data.
  • Provides consistent follow-up to questions/requests, is available for lectures/in-service presentations related to initiatives as requested by facilities, and advises implementation strategies for planned activities as needed.
  • Disseminates VISN-created materials/products and best practices to other VISNs and/or nationally when appropriate.
  • Trains and educates designated staff to promote evidence-based medicine as it relates to national and VISN initiatives (i.e., in-services, staff development, grand rounds, and other formal education and training programs).
  • Works collaboratively with leadership and stakeholders to identify barriers and potential resolution strategies for successful implementation of campaign key messages/goals.
  • Serves as subject matter expert/champion and maintains exemplary knowledge of all VISN 20 PBM, local facility and national performance measures, and data tools in areas of assignment.
  • Follows VA regulations for research when applicable, including IRB and VA Research & Development protocol.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Be a Citizen of the United States. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: Pharmacists must be proficient in spoken and written English.
  • Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
  • Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: Pharmacist GS-13 (Facility Program Manager)
  • Experience: In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.
  • Pharmacists assigned to this position must demonstrate the following knowledge, skills and abilities (KSAs):
    • Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
    • Expert understanding of regulatory and quality standards for their program area.
    • Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
    • Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
    • Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
Preferred Experience: ASHP accredited Pharmacy Residency Program in progress or completed. (Note: Current VHA Pharmacy
Residents are encouraged to apply) Direct patient care experience with an independent scope of practice training in motivational interviewing and/or change management.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
