Help
  • Perform budget formulation work involving the preparation of detailed analyses of annual and/or multi-year budget estimates.
  • Perform budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget.
  • Use automated budgetary systems and computer-generated products in accomplishing budgeting assignments
  • Interpret source information and apply it to the budget.
  • Conduct research, identify and analyze trends in the use of funds, and evaluate the effects of continuing changes in program plans and funding
  • Develop recommendations for budgetary adjustments to support unanticipated changes in program operations and/or funding.
  • Resolve and interpret ambiguous and conflicting budgetary policies and regulations.
  • Analyze budgetary relationships and develop appropriate recommendations to accommodate actions under conditions of short and rapidly changing deadlines.
  • Provide advice, assistance, and guidance on budgeting and related information.
  • Advise program managers and other interested parties on the status and availability of funds in different accounts.
  • Prepare guidance and explain and defend actions on budgetary procedures and interpretation of standard procedures
  • Persuade or negotiate with decision-making officials to follow a recommended course of action consistent with established budget policies.
  • Research, compile, and summarize data involving obligations, expenses, and quantitative budgetary data for use in preparing budget estimates
  • Monitor, review, and verify obligations, expenditures, and requests for allotments, identifying and reporting differences that are not in keeping with annual work plans.
  • Prepare a variety of reports covering the status of funds, expenses, and obligations as required.
  • Verify, enter, and adjust budgetary data in a variety of forms, schedules, and reports.

This is a Planned Management action and is open to Current US Army Corps of Engineer- District of Mobile employees within the local commuting area. Consideration will also be given to current Army employees with competitive status.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Formulating, executing, and analyzing budgets with various funding sources, such as direct, multi-year, and end year appropriations. Proficient in monitoring obligations and expenditures, conducting trend analyses, and preparing detailed financial reports to ensure the proper use of funds and support program operations.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance, or Business management.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Education
