Duties

Help
  • Provides executive leadership and direction to professional, technical, and support staff engaged in activities related to the planning, development, execution, and coordination of post market food chemical review and chemical contaminants programs.
  • Assists the Director of the Office of Food Chemical Safety, Dietary Supplements and Innovation (OFCSDSI)and the Deputy Commissioner for the Human Foods Program (HFP) in the development and implementation of program goals.
  • Principal liaison for developing and implementing nationwide programs for post-market review and safe use of food additives, contact substances, color additives, GRAS substances, biotechnology products, and prior sanctioned substances.
  • Participates in top-level Program and Agency activities on cross-organizational policy matters impacting regulated industry, including biological, chemical, and toxicological food safety, contaminant action levels, and food additive safety.
  • Serves as Agency representative or with OFCSDSI leadership in Congressional testimony, meetings with Congressional staff, other Federal agencies, regulated industry, and stakeholders.
  • Represents FDA on national and international committees and professional meetings, making commitments and providing authoritative recommendations on policies, programs, and post-market evaluation of food ingredient safety.
  • Serves as principal Agency liaison with industry, Federal, State, foreign, and other organizations on safety testing methodologies and protocol standards for evaluating food ingredient safety.
  • Provides expert biological, chemical, and toxicological advice and regulatory guidance to Agency leadership, field directors, scientific personnel, industry, and governmental counterparts on post-market food safety assessments.
  • Principal advisor to Office and Program Directors on program evaluation, resource deployment, organizational structure, staffing needs, recruitment, and budget recommendations to ensure effective and economical operations.
  • Represents FDA in meetings with top-level officials, Congress, industry, foreign governments, and stakeholders to exchange information, discuss policy issues, present Agency positions, and make program decisions and commitments.
  • Keeps Commissioner, Deputy Commissioner for Foods, and Office Directors informed of programs, resources, and considerations affecting planning, development, and management of post-market review processes for food ingredients.

Qualifications

In order to qualify for the Office Director, Office of Post Market Assessment position which falls under the 0401 occupational Series, you must meet the following requirements by 11:59 pm EST on 04/15/2026:

The candidate must meet the following qualifications for this Title 21 position:

a. Qualified applies to all candidates for Cures appointments. The FDA OTS will use the technical qualifications defined below as a baseline for comparing experience levels and other candidate attributes for relevant positions.

b, Outstanding candidates can be defined by existing outstanding work experience, outstanding performance rating, or both.

Technical Requirements: Candidates do not need to provide narrative responses. However, the technical qualifications must be reflected within the candidate's two-page resume.

1. Demonstrated experience leading large, diverse programs and managing subordinate supervisors and teams effectively, with a track record of strategic decision-making and achieving business objectives.

2. Ability to communicate highly technical information clearly to staff at all organizational levels and varying expertise; builds strategic relationships and collaborates across boundaries to achieve common goals.

3. Identifies and analyzes complex problems, evaluates alternative solutions, and makes sound recommendations while navigating organizational and political realities.

4. Strong time management and organizational abilities to effectively prioritize work, lead end-to-end tasks for major projects and facilities, and move initiatives forward.

Desired Qualifications, it is desired that you have: A food and environmental law or advanced science degree.

This position is designated as an SES Equivalent position and is covered under the FDA Title 21 Executive Performance Management System and identified as a public filing position for ethics purposes.

While PHS Commissioned Corps Officers cannot hold a Title 21 position during their active service as PHS Officers, we welcome and encourage them to apply-their applications will receive full consideration. A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position OR

To be acceptable, the foreign credential evaluation must include/describe at a minimum, the following information: (1) The type of education received by the applicant; (2) The level of education in relation to the U.S. education system, and state that its comparability recommendations follow the general guidelines of the International Evaluation Standards Council; (3) The content of the applicant's educational program earned abroad, and the standard obtained; (4) The status of the awarding foreign school's recognition and legitimacy in its home country's education system; and (5) Any other information of interest such as what the evaluation service did to obtain this information, the qualifications of the evaluator, and any indications as to other problems such as forgery.

Note: Some positions require the completion of specific courses or a specified number of credit hours. Therefore, the foreign credential evaluation should provide information similar to that of an official transcript, to include a list of the courses taken, quarter and/or semester hours awarded, the cumulative grade point average (GPA), honors received, if any, date degree awarded.
