The United States Space Force (USSF) at Peterson SFB, Colorado Springs, CO is searching for a Lead Operation & Strategic Analyst to support Mission Delta 3 (NH-0343-03, GS-12/13 Equivalent).

Description:
Conduct complex studies to determine the effectiveness, efficiency, and compliance of programs, processes and operations within MD 3. Develop and refine performance metrics, dashboards, and analytical models to monitor MD 3 program outcomes. Identify performance gaps and risks associated, and recommend process improvement and risk mitigation. Conduct cost-benefit and root-cause analyses to enable understanding and support commander decision making. Support development, execution, and refinement of strategic plans, organizational goals, and long-range initiatives, ensuring creation of operational approaches and actionable goals. Analyze organizational structure, workforce requirements, and resource allocations to improve mission accomplishment, recommending changes to increase efficiency. Lead process improvement efforts using methodologies such as Lean, Six Sigma, or business process re-engineering. Draft or revise policies, SOPs, TTPs and governance documents to improve unit effectiveness.

Collect, interpret, and synthesize quantitative and qualitative data from multiple sources to ensure the organization is doing the right things, and doing things effectively. Prepare reports, white papers, and briefings for senior leaders. Develop models and decision-support tools to inform planning and operations, and resource decisions. Ensure data integrity and provide insights that influence organizational priorities. Serve as a trusted advisor to unit leadership and staff directorates. Facilitate working groups, organizational planning teams, and problem solving sessions. Provide guidance and recommendations on operations, policy interpretation and implementation, and unit challenges. Coordinate with internal and external stakeholders. Lead or support major projects and studies from planning through execution. Develop plans, timelines and milestones, risk assessments, and resource requirements to support MD 3 priorities and long range planning. Monitor progress, identify risk and recommend mitigations. Ensure projects align with strategic goals and unit priorities.

2. Ability to independently lead complex studies and present findings to senior leadership.
3. Strong communication skills for writing reports, delivering briefings, and facilitating discussions.
4. Skill in data analysis, visualization, and interpretation.
5. Ability to establish effective professional working relationships with management, program managers, coworkers and customers, contributing to a cooperative work environment and successful accomplishment of the mission.

  • Must be able to obtain and maintain a Top-Secret security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS / relocation funding is not authorized.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Subject to Temporary Duty Assignment (TDY): 30 days a year.
