Help

GS - 09 Duties

  • Performs developmental assignments.
  • Performs recurring assignments.
  • Carries out special projects and participates in special initiatives and studies.
GS- 11 Duties
  • Performs full range of qualitative and/or quantitative analysis techniques to assess complex manpower and organizational situations resulting from major Command situations which involve extensive program changes at multiple units and locations.
  • Conducts special projects and studies as assigned by the Branch Chief.
  • Provides support and assistance to branch personnel and supervisors on aspects of the Air Force manpower program, manpower and organization activities, and provides management officials with information regarding manning levels and changes to Unit Manpower Documents (UMD).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes I have, or within 120 days of the closing date of this announcement will have, at least 1 year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-07) level or equivalent (grade level, pay schedule, pay band, etc.) and is described in detail in my resume. An example of creditable specialized experience includes performing studies and preparing reports, documentation, and correspondence to communicate factual and procedural information clearly utilizing understanding of the principles, concepts, and theories of the occupation; and performing difficult but well-precedented assignments using the standard practices, methods, and techniques of the occupation. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

COMBINATION OF EXPERIENCE AND EDUCATION:
Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-???????09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-???????11 level TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

GS-09 KSAs
  • Knowledge of the principles, concepts, and theories of Management Analysis, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well precedented assignments.
  • Knowledge of analysis, evaluation, fact- finding, and investigate techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.
  • Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.
  • Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.
  • Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
  • Ability to learn and apply analytical investigate techniques to accomplish work in the subject- matter field.
GS-11 KSAs
  • Knowledge of technical manpower management methods and organization practices and techniques; manpower data systems to provide ready access to the personnel accounting symbol and manpower data file; and manpower staffing standards for evaluating program operations.
  • Ability to gain cooperation from and interface with a wide range of personnel with tact, courtesy, diplomacy and professionalism; maintains good working relationships.
  • Knowledge of various office automation and software programs to support office operations and produce a wide range of documents requiring use of advanced software functions to enhance productivity or meets needs of complex formats such as graphics or tables within text; to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets.
  • Skill in applying data gathering methods to collect factual information,.
  • Ability to analyze, verify, correlate data and draw conclusions; locate, assemble, and compose information for nonroutine reports, inquiries, and technical correspondence.
  • Knowledge of both standardized and specialized processes and procedures used in conducting man power requirements and programming work in order to support or assist teams/ analysts working taskings and special projects.
