Leverage your deep understanding of BPA to make a lasting impact. In this role, you will:

  • Lead at the Executive Table: Collaborate directly with Front Office Executives and Senior VPs to create a unified leadership front and ensure consistent policy application across all business lines.
  • Shape BPA's Internal Vision: Take the helm in developing the high-level strategies and policies that will strengthen and modernize management practices across the agency.
  • Champion a High-Performing Organization: Act as a primary driver for implementing BPA's strategic direction for a high-performance culture, integrating this ethos into all internal operations.
  • Direct Key Agency-Wide Initiatives: Take ownership of the CAO's strategic portfolio, managing everything from balanced scorecards to cultural and compliance programs to ensure we meet our goals.
  • Modernize Our Supply Chain Ecosystem: Guide the evolution of BPA's end-to-end supply chain-from procurement to logistics-to create a seamless, responsive, and ethical support system for our teams.
  • Command BPA's Security & Continuity: Unify all security and resiliency functions, including physical security, emergency response, and energy restoration, into one integrated and robust office.
  • Steer Critical Support Programs: Provide executive oversight for a diverse portfolio of essential programs, including safety, security, and human resources, ensuring they are perfectly aligned with BPA's strategic objectives.

Conditions of Employment:
  • Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
  • First time supervisors will be required to serve a 1-year probationary period.
  • This position requires an initial drug test prior to appointment and random drug or drug and alcohol testing thereafter. Failure to test or a positive result on random drug or drug and alcohol tests conducted after appointment may result in removal from Federal employment.
  • This position has been designated as High Risk and requires a security clearance at the DOE "Q" level; the incumbent will be required to access, process, use, and safeguard classified information. The incumbent is required to obtain and maintain this clearance level; failure to do so may result in separation from federal service.

Qualifications

This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) year's total; may be made permanent without further competition. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management.

If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Details are processed in 120-day increments and may be extended up to two (2) year's total; additional extensions may be approved at the discretion of the Human Resources Service Center Director. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management.



SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service.

Specialized experience for this position is defined as: Experience 1) managing a complex administrative program (e.g. human capital management, continuity of operations, Supply Chain, etc.), to meet the strategic objectives of an organization; and 2) collaborating with senior/executive level management on the development and implementation of new or modified policies and procedures.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
