The Professional Accounting Fellow program, which began in 1972, is designed to provide participating fellows with outstanding opportunities for public service and personal development.

OCA is looking for candidates who can draw upon their significant experience in auditing the financial statements of, consulting with, or working for, public companies to exhibit an understanding of, and an ability to succinctly explain, policy or practice matters affecting public companies.

Duties

Help

As a Professional Accounting Fellow, you will:

  • Serve as an expert resource for SEC staff engaged in developing and preparing guidance on a variety of complex accounting, auditing, and/or other corporate reporting issues arising from interpretation and application of statutes administered by the assigned office.
  • Identify, analyze, and provide guidance on unique and novel program issues associated with the application of statutes, laws, rules, and regulations.
  • Provide management with new information and predictive advice concerning various alternative courses of action in resolving exceedingly complex accounting problems.
  • Plan, evaluate, coordinate, and integrate activities with other staff elements and functions.
  • Develop procedures and processes for use of advanced computer and/or analytical tools for analysis.
  • Assist with the annual Management Assurance process, and continuously evaluates internal controls related to business processes.
  • Prepare, present, and defend controversial subject matter and studies.
During the two year term of the fellowship, the successful candidates may:
  • Participate in teams assigned to study and develop rule proposals under federal securities laws;
  • Assist OCA in administering Commission oversight with respect to accounting, auditing, and other professional standard-setting bodies;
  • Participate in consultations from public companies, auditors, and audit committee members on accounting, auditing, internal control over financial reporting, independence, and reporting matters

  • CITZENSHIP: You must be a US Citizen.
  • SELECTIVE SERVICE: Males born after 12/31/59 must be registered or exempt from Selective Service (see https://www.sss.gov/).
  • PROBATIONARY PERIOD: This appointment may require completion of a two-year trial period.
  • SECURITY CLEARANCE: Entrance on duty is contingent upon completion of a pre-employment security investigation. Favorable results on a Background Investigation may be a condition of employment or selection to another position.
  • DRUG TESTING: This position may be subjected to drug testing requirements.
  • PERMANENT CHANGE OF STATION (PCS): Moving/Relocation expenses are not authorized.
  • DIRECT DEPOSIT: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
  • This position is not-to-exceed 2 years, but may be extended for an additional 2 years, for a total of 4 years.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement. BASIC REQUIREMENT:

  • Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") --OR--
  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; --or--
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; --or--
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement
SK-16: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level:

1. Experience applying or implementing accounting standards or corporate reporting by domestic and/or foreign public companies (areas of specialty may include, but are not limited to, accounting topics such as revenue recognition; leases; and financial instruments). -- or --
2. Analyzing, implementing, or applying auditing, quality control, and independence standards related to the audits of the financial statements of domestic and/or foreign public companies or broker-dealers (areas of specialty may include, but are not limited to, development and implementation of audit policy and methodology; auditing accounting estimates, including fair value; auditing internal control over financial reporting; and advancing the use of technology and data to improve audit quality).

Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education. If selected, a start date will not be established until official transcripts are received.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
