Summary

This position leads the Enterprise Data and AI Platform (EDAP) team as a hands-on, senior technical authority within Bureau of Diplomatic Technology, Office For The Center For Analytics  DT/CFA, enabling system modernization and platform innovation. In addition to enterprise strategic coordination on data architecture modernization, the role oversees two operational teams responsible for enterprise data governance and the Department's data and AI platform service delivery.

Duties

Help
  • Leads the development and execution of the Department's enterprise data and AI platform strategy, service delivery, and infrastructure modernization with an emphasis on cloud technologies through cloud migration.
  • Oversees a staff of IT Specialists, Data Access specialists, software developers, and contractors across technology functions engaged in complex, high-dollar, and mission- critical IT projects.
  • Coordinates with stakeholders across DT and the agency to advance enterprise data and AI initiatives, including traditional and advanced artificial intelligence AI, agentic AI, and advanced data science capabilities.
  • Provides subject matter expertise on strategic IT data and AI strategic planning and execution on AI and data platform, cybersecurity posture, and systems integration topics with external parties.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

1.     Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2.     Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3.     Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4.     Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. 

Qualifying specialized experience must demonstrate the following:

  • Experience collaborating with multidisciplinary technical teams ( data, cloud, AI/ML, or platform engineering) in delivering enterprise IT, data, or AI solutions.
  • Experience managing IT programs or projects, including working with vendors or contractors, defining technical requirements, supporting acquisition activities, and contributing to budget planning and resource allocation.
  • Experience driving strategy, supporting, leading, and managing cloud-based or enterprise technology platforms, including monitoring or optimizing costs, and integrating data or AI solutions with existing systems and services.
  • Experience setting strategic direction, defining, implementing, or supporting data governance frameworks, data architecture, enterprise data, or AI platforms, including establishing data access controls, and integrating solutions within existing enterprise environments.  

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."
