Manage the modification or acquisition of data systems and/or the development of new data processing methods.
Provide data processing, problem solving, quality assurance, data product tracking & delivery.
Provide technical advice, use reasoning & communication abilities, and expert knowledge of Range systems' capabilities, and limitations to accomplish the mission of the UTTR.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENTS LISTED IN THE EDUCATION SECTION
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level

GS-11: Examples of specialized experience includes experience at the GS-09 level or equivalent in other pay systems- independently planning and carrying out data analysis assignments for portions of larger projects or studies related to major test programs; analyzing and evaluating data, identifying and resolving a range of technical problems using established theories, and making recommendations based on analysis.
GS-12: Examples of specialized experience includes experience at the GS-11 level or equivalent in other pay systems- independently planning, designing, and carrying out the analysis and scheduling for entire data processing systems that support major, complex DoD test programs; developing new methodologies, criteria, or policies where existing guidelines are scarce or insufficient; and resolving critical and complex technical problems.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
For the GS-12:
1. Knowledge of a wide range of multidisciplinary professional concepts, principles, practices, standards, methods, techniques, and tools such as geometry, trigonometry, linear algebra, statistics, calculus, kinematics, optics, numerical analysis, and computer programming. Knowledge must be sufficient to effectively apply advanced computer science and mathematical theories, principles, and concepts to Test and Evaluation planning and execution, data system modification or creation, and to provide advisory services.
2. Knowledge of operational and developmental test and evaluation practices and procedures sufficient to apply experimental theories and/or new applications to issues and provide technical advice and direction in support of weapon systems testing.
3. Working knowledge of quantitative techniques used to analyze all facets of testing to include on-board instrumentation techniques, data distribution and transmission, instrumentation, complex data processing and analysis; and electro-mechanical-optical instruments and equipment that senses/detects, converts, modulates, transmits, acquires, demodulates, de-commutates, processes, computes, and displays test information.
4. Knowledge of the principles of test planning, practices, and procedures; and the relationship between the various disciplines employed to carry out test and evaluation. Knowledge must be sufficient to support test planning, test execution, data processing, and data analysis.
5. Skill in identifying the requirements for data collection; in processing, analyzing, evaluating, and applying available data collection methods; and in recommending new collection, processing, or analysis methods to satisfy test program requirements.
KSAs for GS 11 and GS 9
1. Working knowledge of advanced computer science and mathematical tools, highly sophisticated aerospace data acquisition and processing systems, and geodetic models and transformations used to process flight test data. Knowledge must be sufficient to: direct and evaluate contractor personnel who create computer code/application software that processes Range test data-including telemetry, Time Space Position Information (TSPI), weapon scores-and to maintain credibility with others on such technical matters.
2. Working knowledge of mathematics-specifically geometry, trigonometry, linear algebra, statistics, earth modeling & coordinate systems, and differential calculus as they relate to flight test data.
3. Working knowledge of quantitative techniques used to analyze all facets of air vehicle flight testing and munitions testing to include on-board instrumentation techniques, data distribution and transmission, range instrumentation, complex data processing and analysis; and electro-mechanical-optical instruments and equipment that senses/detects, converts, modulates, transmits, acquires, demodulates, de-commutates, processes, computes, and displays flight test information.
4. Knowledge of the relationship between the various disciplines employed to carry out flight test planning, mission execution, data processing, and data analysis on a test range.
5. Skill in identifying the requirements for data collection; in processing, analyzing, evaluating, and applying available data collection methods; and in recommending new collection, processing, or analysis methods to satisfy test program requirements.
6. Ability to communicate effectively orally and in writing on technical issues, results, requirements, accomplishments, and program status; and to establish and maintain interpersonal relationships and obtain cooperation from others through tact, courtesy, and diplomacy.
7. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations.
Education
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENTS 801 GENERAL ENGINEERING: A bachelor's degree or Higher in Engineering: To be acceptable, the program must: 1) lead to a bachelor's degree in a school of engineering with at least 1 program accredited by ABET; or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in 5 of the following 7 areas of engineering science or physics: a) statics, dynamics; b) strength of materials (stress-strain relationships); c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR Combination of education and experience- college-level education, training, and/or technical experience that furnished 1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and 2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to 1 of the branches of engineering. The adequacy of such background must be demonstrated by 1 of the following: Professional registration or licensure- Current registration as an Engineer Intern, Engineer in Training, or licensure as a Professional Engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

1310 Physics:
A. Degree: physics; or related degree that included at least 24 semester hours in physics. OR
B. Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education.
In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any 2 of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.
1501 Mathematics and Statistics: Series definition: This series covers positions that manage, supervise, lead, or perform scientific work of a mathematical, statistical, or actuarial nature. This series is applicable when the work of the position: *is covered by 2 or more professional series in the Mathematical Sciences Group, 1500, and no one professional series predominates; or *is not covered by any one professional series in the Mathematical Sciences Group, but is closely related to work in the Mathematical Sciences Group, 1500. Basic Requirements:
Degree: Mathematics, statistics, or actuarial science. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR
Combination of education and experience: Courses equivalent to a major field of study as shown in paragraph A above, plus additional education or appropriate experience.
1550 Computer Science: a) professional competence in applying the theoretical foundations of computer science, including computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations; b) specialized knowledge of the design characteristics, limitations, and potential applications of systems having the ability to transform information, and of broad areas of applications of computing which have common structures, processes, and techniques; and c) knowledge of relevant mathematical and statistical sciences.
AND EDUCATION : Must have a Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.
